The Rockey Company has promoted Joe Quintana to senior vice president and Tim Zenk to vice president. Quintana joined the company in 1991 and specializes in managing complex public affairs issues for a wide range of corporate and government clients. Zenk, formerly a senior public affairs consultant at Rockey, has been with the company since 1995 and focuses his practice on environmental problem solving. Based in Seattle, the Rockey Company provides consulting services in public relations, public affairs, marketing communications, investor relations, and graphic design. The company also has offices located in Spokane and Portland.
Marilyn Frederick has joined Foster Pepper & Shefelman as an associate practicing in the firm's Portland office. She concentrates her practice in state planning and taxation. Foster Pepper & Shefelman is a Northwest regional law firm with offices in Anchorage, Bellevue, Portland, and Seattle. The firm provides a full range of legal services to business, municipalities and individuals.
Business broker Jim Carroll has purchased Hove and Associates, Inc., a VR Business Brokers office, formerly owned by Rob Hove. The business will continue to serve the needs of small business buyers and sellers in the greater Seattle area, with a special focus on the area south of Bellevue and out to Tacoma, a region Carroll describes as "a wealth of growth and activity". Carroll was formerly as associated with the VR Business Brokers office in Memphis, TN.
Jack in the Box restaurants has opened a new restaurant located on First at East Marginal streets. It joins 64 other Jack in the Box restaurants in the Seattle area. Miguel Palos will be the manager of the new restaurant. Headquarted in San Diego, Jack in the Box restaurants is a division of Foodmaker, Inc.
The Association of Washington Business (AWB) has elected the following people to serve on its board of directors; Mike Bernard, Madison Cooke; Sheila Vortman, Puget Sound Power and Light; Darrell Bryan, Clipper Navigation; Eileen Duncan, Health First Partners; Cassie Undlin, Providence Health Plans; William Meacham, William Meacham Insurance and Jim Warjone, Port Blakely Communities. Each person will serve on the board for three years. Founded in 1904, AWB is Washington's oldest, largest and most diverse statewide business organization. AWB lobbies the state Legislature for public policy that improves Washington's business climate and creates jobs.

Bruce Brooks has been elected one of six new members on the board of directors of the Northwest Area Foundation. He is currently deputy mayor of Seattle and previously was a partner with Perkins Coie. The foundation is based in Minnesota and promotes economic revitalization in an eight-state region which includes the northwestern states. It was established in 1934 by the son of railroad builder James J. Hill. Last year the foundation appropriated $13.5 million for projects to alleviate rural and urban poverty and promote sustainable development.
Ronald Knox has joined the firm of Garvey, Schubert & Barer in an Of Counsel capacity. Knox will be a part of the firm's labor and employment group. Garvey, Schubert & Barer has 85 lawyers practicing in Seattle, Portland, and Washington D.C.
Kelly Corr, co-chair of the litigation department at Bogle & Gates, has been named a fellow of the American College of Trial Lawyers and has become chair of the Network of Trial Law Firms.
Bruce Johnson, a partner with the law firm of Davis Wright Tremaine, has been appointed by the King County Council to serve a four-year term on the King County Government Access Channel Oversight Committee. Ed Bassett, acting director of the University of Washington's Graduate School of Library and Information Science, and Lois Matheson, public affairs/communications director for the Washington State Commission on Student Learning, will join Johnson on the committee. The committee will draft recommended policies and procedures for King county's new government access cable channel.

Olympic Tug & Barge, Inc. has moved its headquarters to Seattle. The new facility is located on Harbor Island at 910 SW Spokane St., and houses the company's administrative offices, training center and maintenance shops. Olympic is a marine services provider specializing in the delivery of marine bunker fuel to ships in the Pacific Northwest. The main operating bases are in Seattle and Portland.
