Elliot Bay Design Group has named James Towers as senior marine manager. Previously Towers served as project manager at Dakota Creek Industries. Elliot Bay Design Group is a Seattle-based naval architecture and marine engineering firm.
Jerry Kindinger, litigation attorney at Ryan, Swanson & Cleveland, has been elected managing partner of the firm. He is the seventh person to fill the position in the 99-year history of the firm.
The Bureau of Labor Statistics has names Stanley Stephenson Jr. as regional commissioner for the Pacific Region headquartered in San Francisco. He will direct the agency that collects, processes, analyzes and disseminates information relating to employment and unemployment, prices, compensation, and a wide range of other economic statistical programs throughout the region. These statistical and economic data are widely used by public, business, labor, Congress, and federal, state, and local governments. The San Francisco office covers the states of Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon and Washington, as well as the Territories of American Samoa and Guam.
Fairbanks accountant Michael Cook has been named to the board of directors of the Alaska Housing Finance Corporation (AHFC). Cook has worked for various state agencies, cities, boroughs, banks, and other private sector companies including ANCSA corporations and charitable groups. AHFC is a public corporation that finances mortgage loans from private lending institutions in Alaska through the issuance of taxable and tax-exempt bonds. Governed by a seven-member board of directors, AHFC is also responsible for the state's rural, elderly, student and low-income housing programs.
Jack Bornstein has joined the Bellevue firm of Hoy Management & Investment, Inc. as the community sales manager for Alki Beach Towers, a condominium development in West Seattle. He previously sold new homes with Intacorp and Windemere Builder Services. Mark Bornstein has also joined Hoy Management & Investment, Inc., as director of sales and marketing. He is president of Marketing Decisions, a real estate marketing consultation firm. Mark will continue his consulting practice while working on all of Hoy Management properties.
Peggy Witte, founder and president of Royal Oak Mines, is the recipient of the 1996 Nellie Cashman Award. The award honors women business owners who have demonstrated leadership and innovation in developing and managing their business, and are active participants in community service. Witte founded Royal Oak Mines in 1989 after acquiring the Giant Yellowknife and Pamour groups. Based in Kirkland, Royal Oak Mines is a major North American gold producer with annual sales over $200 million an is considered a leader in the gold production industry. The company has over 1500 employees in Canada and the U.S. The Nellie Cashman Award is awarded annually and is sponsored by Women Business Owners.

Leila Wilke has joined Food Lifeline as marketing director. She formerly managed the exhibit department at Pacific Science Center. Food Lifeline is a non-profit food bank supplier located in Seattle.
MetaInfo has hired Gary McAvoy as vice president of marketing and sales. His primary responsibility will be the international product marketing program. McAvoy was president of Northwest GeoGrafx Corporation. Headquartered in Seattle, MetoInfo provides Internet messaging and directory services software for Microsoft Windows NT.
The Greater Seattle Chamber of Commerce has announced its 1996-97 officers chaired by Roger Eigsti, chair and chief executive officer of Safeco Corp. Electronic Transaction Corporation, provider of SCAN, a check authorization network, has changed its name to Deluxe Payment Protection Systems. As a newly formed division of Deluxe Corp., Deluxe Payment Protection Systems is an integrated approach to check loss and fraud prevention for the retail and financial institution industries. The name change is part of Deluxe's strategy to integrate all of its protection services into one network. Based in St. Paul, Minn., Deluxe serves its customers through Deluxe Financial Services and Deluxe Direct. The company operates facilities in the U.S., Canada and the United Kingdom.
Quality Classics has hired Jill Radel as the new communications manager and Bob Stelton as the new shipping manager. Radal, formerly with Ocean Kayak, Inc., will be responsible for managing customer service, inside sales and marketing. Stelton previously worked for Computech. Located in Renton, Quality Classics designs wearable art and gifts.
