Christopher Daley-Watson has become a partner with Seed and Berry, a Seattle intellectual property law firm, where he specializes in patent matters in the electronic arts.
The Seattle office of Bogle & Gates has named the following as members of the firm: Karen McGaffey, practicing in the areas of environmental law and natural resources, and appellate litigation; Michael Herbst, who serves as chairman of the firm's International Practice Group; and David Goodnight who focuses on complex litigation and appellate work.
The EvansGroup, a public relations firm based in Salt Lake City with offices in Seattle, has made the following promotions. In the advertising division, Kristine Gregoire has been promoted to assistant account manager; Joanie Simon, account manager; and Kelsey Martin, account supervisor. In the public relations division, Mark Briant has been promoted to vice president of public relations; Kevin Bush, account supervisor; and Billie Washington and Ling Hong, account managers.
Redmond-based Metawave Communications Corporation's newly launched Network Services group has signed a $500,000 contract with Cox California PCS, Inc., a subsidiary of Cox Communications, Inc. headquartered in Irvine, Calif. Metawave will provide installation services to Cox California PCS, which currently is building out a personal communications services (PCS) network that will serve the Southern California/Nevada major trading area (MTA). Metawave will provide rigging crews and project management services for more than 80 new Cox California PCS installations. To support its southern California activities, Metawave opened a new regional office in Los Angeles.
Harbor Airlines, an Alaska Airlines partner, announced that it will begin scheduled service to Seattle from the William R. Fairchild International Airport in Port Angeles starting April 17. Harbor Airlines' Port Angeles schedule will supplement air service provided by Horizon Air, adding four daily SeaTac arrivals and departures.

Milton Snyder, former superintendent of Federal Way School District, has joined TransACT Education, Inc., as an executive consultant. Snyder will assist TransACT, and Bill Kendrick, senior education consultant, in broadening awareness and distribution of TransACT's services and the Translation Library of Educational Policy and Legal Compliance Forms. TransACT Education, Inc., provides legal and policy translation software and services to school districts.
Washington Transit Advertising (WTA) has promoted Catherine Pelzel to executive assistant. She will be responsible for the "WTA Cares" corporate giving program.
Horton Lantz Marocco (HLM), a Seattle marketing and creative services agency, has added the following people to its creative staff. Gary LaComa joins as creative director, art director and project manager; Randy Urquhart joins as senior designer, and Suzie Lettunich will serve as copywriter and account manager.
