Kirt LeGrande has been promoted to assistant vice president and manager of information technologies at Bellevue's Charter Bank. LeGrande will be responsible for all technology-based systems including computer hardware and software and network and mainframe connections.

Miller Nash recently added D. William Toone as partner and Valerie du Laney as an associate in its Seattle law office. Toone, who formerly served as corporate counsel for Cox Laboratories Inc., will focus his practice in the areas of intellectual property licensing and infringement litigation. Graham & James/Riddell Williams recently added Craighton Goeppele and James Rhett Brigman as associates in its Seattle office. Goeppele rejoins the firm after a two-year assignment in the Tokyo office of Graham & James. Brigman formerly served in the Florida office of the Earthjustice Legal Defense Fund.

Children's Hospital

Michael Whelan, MD, DDS, recently joined the division of craniofacial, plastic and reconstructive surgery at Children's Hospital and Regional Medical Center in Seattle as an attending surgeon. Whelan was also appointed acting assistant professor in the Department of Surgery, Division of Plastic Surgery, at the University of Washington School of Medicine.

King County Department of Youth Services

Nancy Campbell recently resigned as director of the King County Department of Youth Services. Campbell has served as director for the past three years. Mike Wilkins has been appointed to serve as interim director. Wilkins currently acts as King County Executive Ron Sims' assistant deputy county executive.
