Rigel

Rafael A. Villagran has joined Rigel Capital Management as senior vice president-investments. Villagran was previously managing director and portfolio manager at Sound Capital Partners. Rigel, based in Seattle, provides large cap growth-oriented asset management for institutions and high-net-worth individuals.

Glacier Bay

Glacier Bay Cruiseline and Voyager Holdings are entering an agreement for Voyager to construct two, 200-passenger cruise vessels. The ships would be used by Glacier Bay to operate in Alaska and along the Pacific Coast. Seattle-based Glacier Bay is owned by Goldbelt Inc., an native Alaskan corporation in Juneau.

White Center Community Development Association

The newly formed White Center Community Development Association has hired David Schraer as executive director and Lisa Phounsavath as summer program manager. Schraer is a commercial architect, former Peace Corps volunteer, and founder and first executive director of Queen City Community Development. Phounsavath is an MBA candidate at the University of Washington and will work as an intern through the Business and Economic Development Program. WCCDA received $105,000 in start-up funding from the Annie E. Casey Foundation, the Seattle Foundation and Impact Capital. The organization is initially charged with revitalizing downtown White Center and improving affordable housing in the neighborhood.

Greater Renton Chamber of Commerce

The Greater Renton Chamber of Commerce honored 16 businesses with its annual Business Excellence Awards: Business Excellence Award - King County Sexual Assault Resource Center, Friendliest Customer Service Award - PIP Printing, Customer Focus Award - Cugini Florists, Civic Leadership Award - Lomas Eye Care Center, Best Renovation Award - Melrose Grill, Chairman’s Award - Valley Medical Center and Volunteer of the Year Award - Chuck Carkeek of Carkeek Technology.

TeraCloud

Thomas Phillips is the new vice president of sales at TeraCloud. Most recently, Phillips was vice president of sales for InterSAN. He will be responsible for local, regional and international sales development at TeraCloud. TeraCloud provides storage resource management solutions for mainframe and distributed storage environments and is based in Bellevue.

WRQ

WRQ named Jim Beach chief financial officer. Beach was most recently CFO of DataChannel and previously served as CFO and vice president of Applied Microsystems and general manager of Microtek. WRQ, based in Seattle, provides integration software and services for host-intensive environments.

Peterson Russell Kelly

Elizabeth A. Baker has joined the Bellevue law firm of Peterson Russell Kelly. Most recently, Baker served as a criminal prosecutor at the municipal and superior court level. She will join the firm's litigation group.

Totem Ocean Trailer Express

Construction of the North Star, the second of two new Orca-class trailerships for Totem Ocean Trailer Express, began with a recent keel-laying ceremony in San Diego at National Steel and Shipbuilding Co. The new 839-foot ships will carry 600 cargo trailers and 200 autos. Totem will use the ships on its Tacoma-to-Anchorage service. The first, ship, the Midnight Sun is scheduled for a fall 2002 delivery, and the North Star is scheduled to be delivered in spring 2003.

Association of Legal Administrators

The Association of Legal Administrators named Renee Griggs of Keller Rohrback as its new president and Marc G. Reynolds of Summit Law Group as its new president-elect. Arlene M. Rankin of Stoel Rives is immediate past president. Also installed as officers were: Carole Anne Nitsche of Karr Tuttle Campbell as secretary, Brenda Nixdorj of Hendricks & Lewis as treasure and Margery St. Pierre of Keller Rohrback as head of membership services
