Rusty George Creative hired John Anderle as art director, Shayne Meyer as Web developer and Matt Enloe as account manager. Anderle was a partner at MarketQuest Creative. Meyer was the Web master at Renton Technical College. Enloe was the marketing and communications manager at Sound Options.
Bellevue-based Outsource Marketing made a series of personnel changes. New hires are Martin Pierce as design manager and Mary Kate Baker as marketing project manager. Promotions were given to Victoria Ostrovskaya who is marketing integrator, Dan Murphy who is strategist, Bill Boyd who is a senior strategist and Eric Anderson who is chief operations officer.
Seattle's Convention and Visitors Bureau, The Port of Seattle and Washington State Tourism have founded their first representative tourism office in Beijing, China, called i2i Group China. The Chinese marketing and public relations firm will launch a new campaign designed to strengthen tourism ties between China and Washington. Washington is viewed as a highly desirable destination for Chinese travelers and is the mainland U.S. destination that is closest to China.

The King Conservation District board of supervisors hired Jeffrey Possinger as new executive director. Possinger was the managing partner of a business law practice in Bellevue. The district is one of 47 conservation districts in the state.
Seattle-based mbi, a dealer of office furniture, promoted Paul Gray to vice president of sales and marketing. Gray has been with mbi for 14 years, focusing on customer relationships and providing custom office solutions.
The Snohomish County Tourism Bureau hired Kelvin Moore as general manager of the Lynnwood Convention Center. Moore spent the last five years at Global Spectrum Management.
MarketFitz, a marketing services firm based in Seattle, made a series of new hires and promotions. Dale Gluck is practice leader. Janet Prichard is account supervisor. Erika Lindsay is senior account executive. Tonya Gustafson is account executive.

Kirkland-based HipCricket, a mobile marketing company, hired Dennis McCormick as vice president of sales and client development to lead the Broadcast, Brand and Client Development teams. McCormick worked in broadcast news for 30 years and was general sales manager of KIRO Newsradio.
The Utilities and Transportation Commission announced three personnel changes. UTC Executive Director David Danner will take on the additional duties of secretary for the state agency. Mike Parvinen, who has worked in the UTC Energy Section for 20 years, is the new assistant director for energy. Mark Vasconi will serve as acting assistant director for telecommunications.
Alvarez & Marsal, a global professional services firm, hired Rich Soderberg, former senior vice president of manufacturing and operations at Starbucks, as a senior director based in Seattle. Soderberg has 30 years experience working with organizations.
Shoreline Community College hired three new vice presidents. They are Stephen P. Smith as vice president for human resources, Tonya Drake as vice president of student success, and Daryl Campbell as vice president of administrative services.
