Tacoma-based JayRay, a communications consultancy, hired Kacie McKinney as an assistant advisor. McKinney had been an intern at JayRay and was on the promotion team at CBS Radio.
The Seattle office of Stoel Rives hired G. Kim Risenmay as of counsel in the tax section of the Business Services Group. Risenmay focuses his practice on multistate tax services, has 20 years experience and was recently the managing member of Risenmay Law Firm.
Seattle-based Entrance Controls, a provider of commercial security and monitoring systems and management, hired Scott Ferguson as vice president of sales and marketing. He will oversee sales and marketing at the company's three West Coast locations in Seattle, Los Angeles and Portland, and will be based out of Portland.
Monument Policy Group, a consulting and lobbying firm based in Washington, D.C., is expanding and will open an office in Seattle. Timothy Punke will lead the Seattle office. Punke was chief international trade counsel for the Senate Finance Committee. Northwest clients include Microsoft, REI and Weyerhaeuser.

The Seattle office of Schwabe, Williamson & Wyatt said Michael Herbst joined as a shareholder. Herbst was at Williams Kastner in Seattle. He focuses on corporate and commercial business transactions.
Seattle law firm Cairncross & Hempelmann hired Margarita Morrow, Charles Newton, Jada Quinn and Ruth Walters as associates. Morrow will work in the Hospitality, Travel & Tourism Practice and was recently corporate counsel at Expedia, Inc. Newton joins the Commercial Litigation Practice from the King County Prosecuting Attorney's office. Quinn worked at Heller Ehrman and will be a member of the IP and Technology Practice. Walters joins the firm's Hospitality, Travel & Tourism Practice.
Venture Bank hired Christine Smith as a customer service representative at the Redmond Financial Center. Venture Bank has 19 financial centers in four western Washington counties.
The Port of Tacoma hired Steve DeRose as purchasing manager. DeRose was purchasing manager of government contracts for Todd Pacific Shipyards in Bremerton.
