Walla Walla-based Banner Bank promoted Jim Reed and Kirk Quillin to senior vice president for the commercial division. Reed, based in Seattle, will lead the west region commercial and specialty banking, which includes western Washington and western Oregon. Quillin, based in Spokane, will lead the east region, including eastern Washington, Oregon and Idaho.

Montana-based D.A. Davidson & Co. hired Dustin Brumbaugh as senior vice president and director of individual investor group research in downtown Seattle. Brumbaugh worked with E.K. Riley Investments as senior vice president and director of research. D.A. Davidson & Co. offers brokerage, money management, trust and wealth management services.

Seattle-based K2 Sports named Tim Petrick president of global sales and marketing. Petrick worked as vice president and general manager of the K2 ski division from 1989-1997 and comes from Booth Creek Ski Holdings where he served as executive vice president of product development. K2 makes outdoor sports gear.

City of University Place

University Place has selected Sgt. Mike Blair as the new police chief. Blair has been a leader in the department and a member of Sheriff Paul Pastor's strategic initiative team.

Point B

Seattle-based Point B named Brian Murphy as practice director of business technology services. Murphy, an 11-year veteran of Point B, has held several key positions over the past decade. Point B is a management consulting firm.

King County

King County Executive Dow Constantine named Walt Hubbard director of emergency management. Hubbard has been acting director of the agency for the past several months and has experience in crisis management, with a focus on Green River flooding and winter storms.
