Fanning

In Juneau, Aleutian Pribilof Island Community Development Association CFO Luke Fanning is taking over as CEO from Larry Cotter. Prior to joining APICDA, Fanning was vice president and regional manager for First National Bank Alaska. He captains a commercial fishing boat in his spare time. Cotter announced his retirement late last year. APICDA is a nonprofit that helps rural villages.

Seattle-based Freestone Capital Management hired David O'Neal as managing director of strategic growth initiatives. O'Neal has more than 30 years of experience in wealth management, technology and transportation logistics. He was COO at a North Carolina wealth management firm, and vice president of business development at a Seattle wealth management firm. Freestone is a wealth management firm with offices in Washington, Oregon and California.

MealPal

MealPal, an app that lets you order and pick up a restaurant meal, launched in Seattle. MealPal targets restaurants near large tech campuses and business districts, and has more than 150 eateries on board in downtown Seattle and South Lake Union. The lunch subscription is $6 a meal. MealPal operates in 16 cities worldwide.

Frazier Healthcare Partners

Andy Caine joined Frazier Healthcare Partners as an executive partner on the growth buyout team. Caine spent 20 years advising high-growth organizations, and was a partner at Green Peak and organization practice expert at McKinsey & Co. At Frazier, he is focusing on pre-investment due diligence, talent assessment and development, and post-acquisition management. Frazier invests in health care companies, with offices in Seattle and Menlo Park, California.

Army Corps of Engineers

Lt. Col. Christian N. Dietz on July 20 will assume command of the Walla Walla District of the U.S. Army Corps of Engineers. Dietz was an executive officer at the Pentagon, and is a registered professional engineer in Delaware and a project management professional. Dietz will be responsible for eight dams within the Columbia and Snake river basins.

Yapta

Seattle-based Yapta hired Michael Smith as chief marketing officer. Smith has over 25 years of marketing experience, most recently as vice president of global marketing at Changepoint. Yapta tracks airfare and hotel prices for travelers. Smith will help the company expand internationally to serve corporate travel buyers.

Starbucks

Scott Maw, executive vice president and CFO at Starbucks, is retiring Nov. 30. Maw has been with the company for seven years and was promoted to CFO in February 2014. Starbucks is searching for a replacement. Maw will serve as a senior consultant through March 2019 to support the transition.

Pierce County

Betty Nokes Capestany was selected as Pierce County economic development director. Capestany spent 17 years as president and CEO of Bellevue Chamber of Commerce. Prior to that, she was director of economic development for Renton, and president and CEO of the Greater Renton Chamber of Commerce.

Jim Brady joined Frazier Healthcare Partners as an operating partner on the growth buyout team. Brady has nearly 30 years of experience in health care IT and services, most recently as health care operating partner at Marlin Equity Partners. He was founder and CEO of Payerpath, a web-based claims management system for health care providers. Frazier invests in health care companies. It has offices in Seattle and Menlo Park, California.

FCS Group

In Redmond, FCS Group hired Bob Hammond as an executive utility finance consultant. Hammond has more than 30 years of experience in engineering and operations of public utilities. He was energy services director for the city of Richland. FCS consults with public agencies on utility rates, asset management, financial planning and economic analysis.
