    Cherokee General is about 60 percent finished with well and conveyance improvements at the Lower Klamath National Wildlife Refuge near Tulelake, Calif., for the U.S. Fish and Wildlife Service.

    Rhonda Herschell held only an associate's degree in general studies. She had worked for just a few years and then spent a few years as a stay-at-home mother for her three children.
