    DESIGN-BUILD CONTRACTORS know from experience that sitting down with major players on big projects generally helps produce a more cost-effective project with fewer construction problems, often finishing on-time and even under budget.

    Independent Project Analysis Inc. in Virginia has created a construction database of more than 10,000 projects that proves the cost-effectiveness of "up-front" planning and follow through, according to Michael McFadden, the U.S. manager of the company's refining and petrochemicals division.
