The Northwest Construction Consumer Council Wednesday is presenting its annual Patrick K. Lyneis Memorial Construction Industry Safety Excellence Awards. The awards will be presented at the Portland Sheraton. Winners will include: "Patrick K. Lyneis Owner Safety Excellence Award for 1996" to Arco Products Co. Cherry Point Refinery; "Patrick K. Lyneis Constructor Safety Excellence Award for 1996" to Harder Mechanical Contractors Inc. of Portland; and "Construction Industry Cost Effectiveness Awards for 1996" to Boise Cascade's St. Helens Mill and Harder Mechanical Contractors Inc. for the Boise Cascade St. Helens Debottleneck project. The awards were renamed this year in honor of Patrick K. Lyneis, former University of Washington project manager who contributed to the council's safety education programs.

Redmond-based E. Kent Halvorson Inc. has announced Chuck Clegern has joined as a senior project manager. Clegern has over 20 years of estimating, preconstruction and project management experience. He holds a degree in construction management from the University of Washington.
Ronald A. Niemi has been elected president of the Puget Sound Chapter of the Construction Specifications Institute for 1997-98. Niemi is a specifier at Callison Architecture Inc. of Seattle. He joined CSI in 1977 and has served as president-elect and director. The local CSI chapter also announced John Corbett will be president-elect; Torin Mowbray, secretary; Terry Wildeboer, treasurer; and Ed Storer, past president. Directors are Richard Hein, Donald Schuman, Richard Floyd and Bill Coady.

Technical Glass Products of Kirkland has added Brian Brunette to its specialty glass sales department. In his new position, Brunette will work with architects, glaziers and code officials to determine the appropriate fire-rated glazing materials for various applications.
