Several new employees have joined Bellevue-based S.D. Deacon Corp. of Washington. Jeffrey C. Hughes is a project manager, William F. Keys is a project engineer and estimator, and Donald J. Kinzle, Scott R. Fuller and Mark Thompson have joined as project superintendents.
Quantum Construction Inc. of Anacortes recently hired John Meyer as a project superintendent. Meyer has over 25 years of experience in managing commercial and industrial construction projects.

S.D. Deacon Corp. of Washington has hired Donald J. Tuttle as manager of business development, Robert E. Jayne as senior project manager and Michael J. Boyle as project manager. Tuttle has over 17 years of experience and formerly served as director of marketing for Wood/Harbinger Inc. Jayne has 25 years of construction experience and is a graduate of the University of Washington. He will be responsible for the administration of the company's entire project management team. Boyle has 17 years of management experience in the industry.
Pat Larson has been promoted to chief estimator at the Fullman Company, a Portland-based mechanical contractor. Larson has over 20 years of experience in the industry.
Mike Swarthout has joined Rushforth Construction as a senior estimator. Swarthout has 12 years of experience and holds business and construction management degrees from Washington State University.
Steve Ogden has been promoted to senior vice president of operations at WAHCO Inc. of Bothell. Ogden will be responsible for construction and administration operations for WAHCO Construction and WAHCO Network Services.
FMI Corp. has hired two new consultants and promoted one of its employees. Thomas M. Kort has joined the Turnaround/Workout group at the company's Tampa, Fla., office. He has over 20 years of financial management experience with contractors and developers, working as a public accountant, internal auditor and chief financial officer. Tom Alafat has joined FMI's Strategic Development Implementation Group in Denver. He holds a bachelor's degree in business administration from the University of New Hampshire, a master's degree in counseling from the Denver Seminary and a master's degree in biblical counseling form Colorado Christian University. Scott Kimpland has been promoted to eastern manager of the company's Quality Productivity Improvement Group.
