Elmer
James Elmer, founder and president of James W. Elmer Construction Co. in Spokane, was sworn in earlier this month in San Diego as ABC national chairman. Elmer has been involved with the association for 25 years on national and local levels, and has won several ABC awards. He has 38 years of construction experience and holds a bachelor's degree in construction management from Washington State University.

Portland CFMA

The Portland Chapter of the Construction Financial Management Association is offering two $2,000 scholarships for high-achieving students majoring in accounting or finance. Laura Pease has become director of marketing at Lakewood-based Pease Construction. Her new responsibilities are marketing, public relations and business development.

Rawlins
Chris Rawlins and Paul Churchill were promoted to project managers at Abbott Construction in Seattle. Both joined the firm in 2006. Rawlins is working at the Tacoma General Hospital project and Churchill recently completed the Whole Foods store in Seattle's Interbay neighborhood. Churchill is LEED accredited and supports Abbott's Estimating Department.

GarageExperts.com

GarageExperts.com awarded its first franchise agreement in the Seattle area to John Patterson. The new location is part of a plan to add more than 10 territories across the region over the next three to five years. Patterson signed a two-territory agreement with the company and plans to open his first franchise this spring. He has experience in commercial and residential roofing. GarageExperts.com, headquartered in Anaheim, Calif., provides garage makeovers in as a little as one day.
