    Workers use safety lines while making repairs high atop the State Capitol in Olympia.

    At 5:30 on a windy October morning, the streets of Olympia are quiet, dark and damp from overnight rain. The street lamps gleam over Capitol Way and all businesses remain shuttered save for the Starbucks in the heart of downtown.
