Rice Fergus Miller promoted ten new female leaders. The firm's new associate principals are: Sarah Gladics, Erin Hatch, and Inky Haley. New associates are: Jessica Archer-Rucshner, Kirsten Dahlquist, Leah Delaney, Jamie Hysell, Elaine Liffgens, and Becky Wall. Kim Huyber has been promoted to associate and director of business operations.

Gladics, NCIDQ has been at Rice Fergus Miller for nearly seven years, and helps co-lead the Fire and Emergency Services market. She is an integral part of planning and designing facilities for our first responders, and supports the firm's marketing efforts to secure new work. Gladics has worked on nearly three dozen facilities across Washington, Oregon and Idaho, including new fire stations, small and large remodels, capital facilities plans, and fleet and logistics facilities.

Hatch, CPSM joined the firm in 2021 as director of marketing. She has over 15 years of marketing experience and is a Certified Professional Services Marketer. In addition to running the firm's marketing efforts, she is involved in RFM's internal Equity and Charitable Contributions Committees. Outside the office, she has served as the Society for Marketing Professional Services Seattle Chapter president, CPSM chair, and director of marketing. As a Bremerton resident, she serves her community as a member of the city's Design Review Board and as the current president for the Wayzgoose Kitsap Board of Directors.

Haley, RA, CDT, CCCA, LEED GA has worked at Rice Fergus Miller since 2013. In addition to being a licensed Architect, she holds multiple certifications from the Construction Specifications Institute and serves as the firm's building information modeling manager. She trains staff on technology tools including Revit, and keeps the firm updated on standards and protocols.

Archer-Rucshner, RA is a project manager and new associate who has been at RFM since 2021. She joined the firm with extensive experience in civic work, and has quickly established herself as a critical member of the Fire and Emergency Services market. She has degrees in both architecture and construction management.

New associate Dahlquist, RA, LEED AP is an architect with 15 years of experience practicing in the firm's Community Impact and Healthcare markets. In addition to her project load, she works to advance internal design conversations through several mentorship-oriented programs as well as leading the firm's Equity Committee. Outside the office she's involved in the Bremerton Design Review Board.

New associate Delaney is an interior designer working in the firm's Community Impact market. She joined RFM in 2018 after completing an internship during the summer of 2017. Delaney is leading an effort to standardize graphics and presentation materials, and she serves on the firm's Charitable Contributions Committee.

Hysell works in the firm's Hospitality market with a focus on tribal projects including ongoing work with the Tulalip Gaming Organization and their many properties. She is instrumental in leading RFM's team of 14 interior designers, and helps mentor junior staff. In addition to her project and firm work, she is currently serving as Vice President of Development for the Northwest chapter of NEWH Inc., the international networking and scholarship organization for the hospitality industry.

Liffgens, NCIDQ is an interior designer. She has been practicing for over 20 years and holds her NCIDQ credentials. Liffgens works primarily in the firm's Fire and Emergency Services market, and helps play a critical role in QA/QC for interior design projects. When she's not designing fire stations, she participates in the firm's Equity Committee, helps ensure that the firm's interior design team is staying connected, and works on updating and building RFM's drawing detail library to improve design efficiency. She's also a recently appointed member of Bainbridge Island's Design Review Board.

Wall, NCIDQ has been promoted to associate for her contributions to the firm's Education market, management, and culture. Since joining the firm in 2019, she has worked to focus in on tribal, early learning and specialty education work and has played a significant role in marketing and business development. She recently co-led the firm through the Benefit Corporation (B Corp) recertification process and is a champion for ethical and sustainable practices. Additionally, Becky serves as a member of the firm's Equity and Charitable Contributions Committees, and is leading the firm's efforts to adhere to the NOMA Call to Action Pledge. Outside the office, she serves on the Port Orchard Design Review Board, is a member of Washington B Corp Collective, and is an AVID mentor at Bremerton High School.

Huyber, SPHR, SHRM-SCP plays a pivotal role for the firm, ensuring the practice runs smoothly on a day-to-day basis. She holds certificates from the HR Certification Institute and the Society for Human Resource Management, and has served in multiple roles for the West Sound Human Resource Management Association including a year as president.

Krisandrah Crall-Smith has joined BCRA as an associate, returning to the architectural design field after taking a brief hiatus. Previously, she worked at TCF Architecture and was involved in the Rural Community Design Initiative at Washington State University while completing her Master of Architecture degree. She is based in the Tacoma office and will have the opportunity to support the multifamily and retail markets.

Marco Delgadillo has joined BCRA as an associate after recently completing his Master of Architecture at University of Idaho. He will be supporting the residential market and is also based in the Tacoma office.

Sung Kyu Lee joins from HNTB Co. and brings five years of education, public works, and aviation work experience to BCRA. He has designed large-scale projects including new constructions and renovations of education facilities, airport renovations and improvements, and transit work. He is based in the Tacoma office and will support multiple markets, including multifamily, education, and public works.

Chris Spadafore, LEED AP, has been promoted to associate principal. He brings sixteen years of industry, design, and leadership experience to his new role. Spadafore has been an integral part of the education market during his thirteen years at BCRA and co-leads the firm's internal Belonging and Inclusion taskforce. He is also a member of the National Organization for Minority Architects.

After 32 years of service, Julie Bell retired from BCRA. Bell was one of the firm's original employees and served in multiple roles, from receptionist and administrative professional to billing administrator.

University of Oregon

The University of Oregon's Board of Trustees has appointed an interim president in the wake of President Michael Schill announcing his departure. Oregon Public Broadcasting reports the university's Provost and Senior Vice President Patrick Phillips will serve as president. Schill is leaving the university after seven years to become president at Northwestern University. Phillips will officially step into the interim presidency Saturday and Schill will serve as an advisor to Phillips until Sept. 11. The board will discuss the search process and timeline to hire the next permanent president at its September meeting.

Sound Transit

Beginning Friday, August 19 through Thursday, September 1, Link passengers should allow more time for trips while Sound Transit undertakes two weeks of work at the Columbia City Station as the agency prepares to more than double the length of the light rail system in the next few years.

To enable platform work at Columbia City Station, the southbound track will close at the station for two weeks. The work includes removing the existing platform tiles and replacing them after establishing a new surface they will reliably adhere to, eliminating tripping hazards and safety risks from cracking tiles.

From 6 a.m. until 10 p.m., every other 1-Line train headed south will terminate at Stadium Station rather than continuing southward on the single open track, which will need to alternate between serving southbound and northbound trains. During this time, Sound Transit personnel will be available at Stadium Station to assist passengers.

Passengers on the trains that terminate at Stadium Station will have to wait approximately 10 minutes before boarding the next train south. Early morning and late evening trains will run at 20-minute frequencies between Northgate and Angle Lake stations.

To avoid having to transfer at Stadium Station, southbound passengers are encouraged to read the head signs on trains and board those whose destination is Angle Lake.

The southbound platform at Columbia City Station will be closed during this two-week period. Passengers traveling in either direction will board on the northbound platform. Passengers should be aware of the direction of the trains arriving at the station, as that will be the direction in which the trains will continue.

Zarelli

Parisa Zarelli joined Lane Powell as an associate on the Corporate, Securities and M&A team. Zarelli is a business attorney with experience in sales and technology transactions. She assists individuals and businesses throughout the Pacific Northwest with wide-ranging corporate matters, including entity structuring and formation, governance, mergers and acquisitions, and commercial contracts. Zarelli also assists nonprofit organizations in attaining tax-exempt status and establishing approved governance. Zarelli received her J.D. from the Seattle University School of Law and her B.A. in Interdisciplinary Arts and Sciences; Politics, Philosophy, and Economics from the University of Washington.

Kaiser Permanente

Kaiser Permanente recently provided a $2.5 million grant to Change Machine, an organization that helps build financial security for people in low-income communities. These funds will be used to help people gain financial stability and security over the long term through Change Machine's coaching platform and training. Grant recipients will receive support in managing loans and debt, taxes, budgeting, saving, and credit building. The social service organizations receiving the Change Machine technology are located in all the areas in which they operate: California, Colorado, the District of Columbia, Georgia, Hawaii, Maryland, Oregon, Virginia, and Washington. The Washington nonprofits that will be receiving grant funds include: Workforce Snohomish, El Centro De La Raza, Ventures, Financial Empowerment Network, Your Money Matters Mentoring, and HopeLink.

City of Tacoma

Frank Boykin has joined the city of Tacoma to oversee the Washington Minority Business Development Agency (MBDA) Business Center, which provides technical assistance and business consulting to established minority-owned businesses in Washington state. Embedded within the city of Tacoma's Community and Economic Development Department since September 2016, the Washington MBDA Business Center was established as part of a cooperative agreement between the city of Tacoma and the U.S. Department of Commerce. It is one of 35 MBDA Business Centers across the country. Boykin has more than three decades of professional, leadership, relationship-building and community experience. Most recently he served as director of the Manufacturing Industrial Council at the Tacoma-Pierce County Chamber of Commerce. During his time there, Boykin also served as head of the Pierce County Business Accelerator (PCBA), a cohort-based program established in direct response to the COVID-19 pandemic to provide resources to entrepreneurs and business owners in Pierce County including training, coaching and technical assistance. PCBA focuses on underserved and BIPOC communities. Prior to that, Boykin worked for 25 years as a United Parcel Service executive.

ABC of Western Washington

The Seattle branch of United Site Services joined the Associated Builders and Contractors of Western Washington. United Site Services is a national company that provides portable restrooms and fencing to jobsites. The company has other Washington branches in Tacoma, Mount Vernon and Longview.
