Perkins Coie

Roger M. Tolbert has joined the Bellevue law office of Perkins Coie as a partner. Tolbert formerly served as co-director of the finance and technology practice group at Bogle & Gates.

Wizards of the Coast

Vince Caluori has been promoted to chief operating officer from board member; Judy M. Sorenson has been appointed vice president of finance; Jim Radloff has been appointed senior vice president of retail; and Charlotte Skeel has been promoted to vice president of marketing from senior director of marketing at Renton-based Wizards of the Coast.

Essentia Water Inc.

Essentia Water Inc., the Woodinville-based manufacturer and marketer of bottled drinking water, has acquired the entire bottled water assets of Kirkland-based Global Water Technologies Inc.

Bader Martin Ross & Smith

Deborah Cunningham has rejoined Bader Martin Ross & Smith as a paraprofessional. Bader Martin Ross & Smith is a Seattle-based accounting and consulting firm.

McCann-Erickson Seattle

McCann-Erickson Seattle has promoted Denise Busby to assistant local broadcast manager. Busby formerly served as a senior broadcast media buyer.

Washington State Department of Treasury

Douglas D. Extine has been appointed deputy treasurer for investments, serving under treasurer Michael Murphy. Extine will be responsible for prudently investing the $3 billion in the state treasury and $3 billion in local government cash invested in the state-run local investment pool. Extine has served as manager of the investments section since January 1997.

HDR

Larry Coupe has joined HDR Engineering, Inc. as project manager in the Bellevue office. Coupe recently managed all engineering aspects of the Power Creek Hydroelectric Project license application. Elmar D. Kapfer has joined the firm as an environmental engineer. He earned his masters degree in water and wastewater engineering in Switzerland, and is a member of the American Society of Civil Engineers.

W&H Pacific

W&H Pacific has made several staff additions in its Bellevue office. Davis Yao has joined the firm as a project engineer, and will be working in the development services department. He was recognized with the "Excellent Design of the Year 97" award from the City of Mesa, Arizona for Mesquite Canyon subdivision's civil engineering. Lorelei A. Olmscheid has joined W&H Pacific as a designer, assisting project managers in the design, plan and construction process. She received her degree in civil engineering from the University of Washington this month. Charles Cornwall has been promoted to project coordinator. He has more than 15 years of experience in land surveying. Mickie Burk has joined the Bellevue office as an accounting assistant, transferring from the W&H Pacific Portland office.

Rosewater

Mary Larkin has joined Rosewater Engineering Inc. as a civil engineer. She is currently working on Denny Way combined sewage overflow design and the design of the Fauntleroy Creek Culvert Fishways. Dan Ross has returned to Rosewater Engineering after a two-year hiatus, and is now at work on hydraulic design for a road widening, construction services for two elementary schools, and a parking addition to North Seattle Community College. Sheila Harrison relocated from San Antonio this spring to join Rosewater, and is now at work on Enumclaw Middle School preliminary drainage and grading design. Rosewater has also recently hired two CAD drafters, Kristina French and Elaine Chin. Pam Baum has joined the firm as an accountant.

Carla Keel

Michael Leonard has been promoted to Principal with the Carla Keel Group, P.L.L.C., Consulting Structural Engineers, of Seattle and LaConner. Since joining the firm in 1996, his projects have included the Pacific Northwest Ballpark, Hec Edmundson Pavilion, and several projects for the Port of Seattle and City of Seattle. Dan Fenton has joined the firm as Project Manager, and will assume responsibility for several of the firm's projects including the SeaTac Airport South Concourse Renovation and Expansion. His experience in retail and commercial projects includes the Redmond Town Center and Super Mall of the Great Northwest.

Degenkolb

John S. McDonald and Mark J. Redlinger have joined Degenkolb Engineers in Portland as designers. McDonald is working on the Veterans Administration Seismic Inventory and Multnomah County Libraries new branches and renovations. Redlinger is working on the libraries and also on St. John Medical Center Acute Care Center.

Nelson-Bourdages

L. Charlie Cao has joined Nelson-Bourdages of Kirkland as senior structural engineer, with 13 years of experience in reinforced steel and concrete structures, highways and bridges.

Group West

Paul Hamel has been promoted to senior projects manager and David Lyman to senior design manager at Group West Associates, Inc. in Lynnwood.

Dull Olson Weekes

Marie Vinless has joined Dull Olson Weekes of Portland as business development director. She most recently worked as business development associates for a 400 person architecture and engineering firm in the Bay Area, and has also been marketing director for The Stubbins Associates in Cambridge, Mass.

Seattle-Northwest Securities Corp.

John Rose has been promoted to president and Wally Barclay has been promoted to chairman of the board of Seattle-Northwest Securities Corp., a locally-owned fixed income securities firm. Prior to joining Seattle-Northwest, Rose served as the budget director for King County.

Medalia HealthCare

Susan Pursell, has been named senior vice president for management support services for Medalia HealthCare, a Seattle-based ambulatory medical group sponsored by Providence and Franciscan Health Systems.
