The Office of the Administrator for the Courts (OAC) has appointed Wendy Ferrell to the position of communications manager. Responsible for the supervision of public information activities for the OAC and Washington Supreme Court, Ferrell was appointed to the position after serving as acting communications manager.
Pacific Legal, a Portland-based litigation support company with an office in Seattle, announced that Tom O’Connor has joined the company as the director of education & training. O’Connor will be based in the Seattle office but he will also work with the company's clients in Oregon and Idaho, where the company also maintains offices

Singingfish.com, a Seattle-based developer of streaming media search services for the Internet, entertainment and digital convergence industries, fully owned by Thomson multimedia, has named Karen Howe vice president of marketing. Howe will be responsible for all marketing initiatives, including strategic integration with Thomson Multimedia's new business-to-business segment, called Digital Media Solutions.

Immunex Corp., a Seattle-based biopharmaceutical company, announced that the company's board of directors has elected Robert Herbold to serve on its board. Herbold recently retired from Microsoft Corp. as executive vice president and chief operating officer. He was responsible for the worldwide operation at Microsoft, including finance, manufacturing and human resources.
Badgley, Phelps and Bell, an investment management firm with offices in Seattle and Portland, announced the appointment of Ross Ohashi as investment counselor. Ohashi will be responsible for managing portfolios for the company's private capital clients. He will also serve on the company's research team
BOMA and IREM scheduled Seattle City Light and Puget Sound Energy officials to outline energy conservation incentive programs for building managers, and any other interested people, at a lunch gathering Monday in Bellevue.
The utilities will discuss "how property managers can qualify to recover between 10 percent and 60 percent of (the cost of) installing energy-efficient equipment and controls," the Building Owners and Managers Association said. IREM stands for the Institute of Real Estate Management.

Spokane-based Wolff Corporate Housing bought Boise, Idaho-based Corporate Quarters. Both firms provide short-term executive lodging. The nine complexes run by Corporate bring privately-owned Wolff to a total of 150 units in Spokane and Boise, said Wolff President David Lorber. Boise has a high concentration of corporate headquarters, Lorber said.
Bellevue-based Pacifica Bank formed a residential mortgage company called Pacific Mortgage Co. as a subsidiary of Pacifica Bancorp. Bob Rea serves as president of the mortgage company.
The Seattle City Council reappointed Peter Moy to a second four-year term on the board of the Seattle Housing Authority. Moy, a management consultant and former administrator for the City Council back in the early 1980s, works as a project manager for the Financial Consulting Solutions Group Inc. The board consists of seven unpaid members, each appointed by the mayor. Two members are residents of housing authority properties. More than 23,000 Seattle residents receive housing assistance from the authority.
Eastside residential sales veteran Carrie Lord returned to work in John L. Scott's Bellevue office, circling back from Windermere Real Estate. John L. Scott described Lord as having 27 years of experience in customer service, 11 of them "as one of the top Eastside residential real estate specialists."
