The Regence Group

The Regence Group promoted John A. Riherd to senior vice president and chief legal officer. Riherd previously served as vice president and general counsel for Regence BlueCross BlueShield of Utah and Regence BlueShield of Idaho. The Regence Group is composed of Blue Cross and/or Blue Shield companies in Oregon, Washington, Utah and Idaho. The group and each of its affiliate plans are independent licensees of the Blue Cross and Blue Shield Association.

Sonata Capital Group

Sonata Capital Group named Elizabeth Edwards to its advisory board. Edwards previously held various senior positions during her 23-year career with GTE. Edwards currently serves as a general partner in Miapaz Partners, a management-consulting firm based in Dallas.

Lane Powell Spears Lubersky

Lane Powell Spears Lubersky named James L. Robart as managing partner. Robart has been with the firm since 1973 and was a co-managing partner along with Michael Dwyer since 1998. Robart's practice is focused on complex civil litigation including class actions and commercial litigation.

Saint Martin's College

Cruz Arroyo joined Lacey's Saint Martin's College as director of extension programs. Arroyo will manage extension campuses at Fort Lewis Army Post and McChord Air Force Base for the college. Arroyo, retired from the U.S. Air Force, recently completed Saint Martin's teacher education program at the base extensions.

Regal Financial Bank

Regal Financial Bank promoted Ronald O. Brown to executive vice president and chief credit officer, Patrick R. Milbank to senior vice president and team leader; and Jennifer L. Wahlsten to the position of assistant vice president - bank operations. Regal Financial Bank opened in 2002 and is located in the IDX Tower in Seattle.

HR Answers

HR Answers of Tualatin, Ore., has acquired Portland's Martech Associates, a human resources management consulting company with offices in Portland and Seattle. Martech's founder, Don Walker will join HR Answers, Inc. as senior director/consultant.

Washington State University

Washington State University will offer a new seminar through its cooperative extension program called Food Business 101. The four-hour seminar will offer an overview of how to produce a food product for marketing. The program was designed by WSU food scientist Sandra G. Brown and Aaron Johnson, of the Oregon State University Food Innovation Center. For information, contact the local WSU extension office.

HR Northwest

The consulting firm of HR Northwest of Tualatin, Ore., has merged with HR Answers, a national marketer of specialty HR products and services. Both companies are owned and operated by founder and president, Judy Clark. The new business will operate as HR Answers and continue to operate from its offices in Tualatin.

United Way of King County

The United Way of King County board of directors voted to indefinitely table a proposed merger with United Way of Snohomish County. The board did reaffirm its commitment to explore possibilities in sharing best practices, collaboration and efficiencies where appropriate. The proposal was developed by a task force of community volunteers and staff commissioned by the two organizations.

Providence Hospice

Shayne Boyd, Leigh Christie, Maelynn Ritter and Dave Salove have been named to the foundation community board of Providence Hospice of Seattle. The organization also named Sabrina K. Seward president.

Bullivant Houser Bailey

Bullivant Houser Bailey named Douglas H. Davis as its chief marketing officer. Davis was previously director of client relations at Schwabe, Williamson, & Wyatt.

Banner Bank

Darwin Parker has joined Banner Bank, based in Walla Walla, as vice president of public finance and government banking. Parker previously served as the treasurer for Benton County. He will lead the bank's efforts to provide services to cities, counties and other public sector customers in Washington, Oregon and Idaho.
