The Seattle City Council named G. Saroja Reddy as its Central Staff director. Reddy was serving as acting director since September 2002 and was deputy director for the past six years. Her past positions include senior budget analyst for the Seattle Housing Authority, and budget and fiscal analyst for the Wisconsin State Legislature and the Wisconsin Governor’s budget office. The Central Staff is the City Council’s policy research division.
Patricia Davis was elected chair of the Port of Seattle Commission. Davis is a 17-year veteran of the Port Commission and has served as chair on four previous occasions. She also served as president of the Washington Council on International Trade from 1994 to 2001 and is currently a member of its board of directors. Other Commission officers for 2003 are: Paige Miller, vice chair; Clare Nordquist, secretary; Lawrence Molloy, assistant secretary; and Bob Edwards, commissioner.
Joe Zavaglia has been named executive vice president and head of the retail banking group at First Mutual Bank. Zavaglia previously held positions at Rainier Bank, Security Pacific Bank and most recently Bank of America. In his new position he will head 10 First Mutual branches. First Mutual, headquartered in Bellevue, plans to double the number of branches in the Puget Sound region over the next five years.

Activist Tyree Scott, who is fighting cancer, will have his name on a 21-apartment complex in Southeast Seattle for homeless and low-income families. The Seattle-based Low Income Housing Institute, which is developing the complex, named it the Tyree Scott Apartments. According to a LIHI press release Scott, now retired as an electrician, "led efforts to integrate the construction and building trades and shut down a number of construction sites because of the lack of black workers." He founded the Northwest Labor and Employment Law Office, known as LELO. Home Depot and KaBOOM have agreed to help pay for building a playground for children at the complex. Seahawks running back Shaun Alexander and a crew from Fox Sports Net were slated to attended a workshop yesterday on designing the playground.
The city of Bellevue will hold a Retail Roundtable in the City Council Chambers at 7:30 a.m. on Thursday, Jan. 23. Broker David Messner of Northwest Atlantic Partners will talk about why Costco chose Bellevue to launch its first Costco Fresh store. Kevin O'Neill, the city's strategic planning manager, will discuss what 2000 census results say about Bellevue retail. Nordstrom diversity affairs director Johnetta Rowsey and Bank of America Factoria manager Paul Mills will tell how businesses benefit from serving minorities. Mark Capeloto of the commercial mortgage broker L.J. Melody & Co.'s Seattle office arranged $19.5 million in permanent financing from Washington Mutual Savings on Pier 70 for Triad Pier 70 LLC, L.J. Melody said. Pier 70 is located on the north end of the downtown Seattle waterfront. Triad Development redeveloped the pier a few years ago into 105,000 square feet of offices over two restaurants and parking. The Graham & Dunn law firm leases much of the office space.
Arthur Jennings sold a seven-unit apartment building in Edmonds, at 19501 80th Ave. W., to David Taylor for $733,000. Marcus & Millichap broker Richard Walker represented Jennings.
M&M's Robert Sheppard received the listing to market the 91-unit Vantage Park Apartments on First Hill at a $12.5 million asking price for a Bellevue-based partnership, M&M said. Kim Probst leads the partnership that built the complex in 2000. The price equals a 7.2 percent cap rate. The property is at 1011 E. Terrace St. in Seattle and is 90 percent occupied. The asking price equals $137,353 per unit.
Dr. Brent Thomas sold a 10-unit apartment building at 9200 S.W. 15th St. in Seattle to Rahel Yirga for $458,000. M&M's George Miller represented the buyer and seller.
