Mike Deller is leading an effort to create a community bank, the Bank of Everett, which would open in 2006. Tom Giovanelli, president of the Northwest region of Capitol Bancorp., is helping Deller. Deller was chief operating officer for seven years at EverTrust Bank, which recently merged with Key Bank. Capitol Bancorp develops community banks. Its executive offices are in Phoenix and Lansing, Mich.

Seattle-based Concur Technologies promoted its co-founder Rajeev Singh to chief operating officer and Kyle Sugameleto to chief legal officer. Sugameleto manages the company's legal affairs. Concur provides Web-based services for companies to manage business expenses.
University of Washington Tacoma's Milgard School of Business is taking nominations for its fifth annual Business Leadership Awards. Awards will go to business leaders and heads of nonprofits in Pierce, Kitsap, Thurston and South King counties. Jim C. Hsu has joined the medical staff of the Northwest Hospital & Medical Center as an orthopaedic surgeon. The center is in North Seattle at 10330 Meridian Ave. N. Hsu treats orthopaedic disorders, with a focus on the shoulder, elbow and knee.
Oregon City, Ore.-based Benchmade Knife Co. named Mike Biery director of human resources. The cutlery manufacturer also made Paulo C. Franca Magalhaes its federal government field representative. Greg Harrison is a customer service representative. Biery has 33 years of experience in human resources. Magalhaes, a Brazil native, founded a private security consultancy. Harrison was a sales manager in Wilsonville, Ore.
Oakland, Calif.-based Crowley Maritime Corp. has reopened its New Orleans office after clearance from authorities after Hurricane Katrina. Flooding did not affect the sixth-floor office, located about seven miles from downtown New Orleans. Crowley provides transportation and logistics services around the world.
Seattle Southside Visitor Services added Karla Lindula as its media liason. Lindula, who has five years of marketing experience, will oversee media buying, public relations and advertising. The cities of SeaTac and Tukwila created the group in 2002, and Kent joined them this year. Lodging taxes collected in each city fund the organization, which helps people make travel plans.
Fidelma McGinn will be the new executive director of Seattle-based Artist Trust. McGinn, who directs San Francisco's Film Arts Foundation, has been in Seattle before. From 1997 to 2003 she directed 911 Media Arts and also worked for Microsoft. The nonprofit is a source of funds and information for Washington artists.
