Bill Clarke will rejoin Seattle-based Mentor Law Group as a principal after serving on several state hearings boards. He has opened a new office in Olympia for Mentor. Clarke served on the Pollution Control Hearings Board, the Shorelines Hearings Board, and the Environmental and Land Use Hearings Board. He also was director of the state Environmental Hearings Office.
Bothell-based SonoSite, maker of hand-carried ultrasound devices, named Peter S.R. Hsu managing director of Northeast Asia, responsible for sales and service operations in China/Hong Kong, Japan, Taiwan and South Korea. Hsu, a Taiwanese national, has worked in the medical technology field since 1981.
Dorothy Detlor, dean of the Washington State Intercollegiate College of Nursing in Spokane for more than eight years, will retire on Sept. 1. During her years as dean, the college extended its program across the state and increased enrollment about 65 percent. A search committee for a successor will be appointed shortly.
The Seattle law firm of Cairncross & Hempelmann won an Achievements in Diversity Award from the Puget Sound Chapter of the Association of Legal Administrators. The firm has three minority bar association presidents among its lawyers: Alice Wong, president of the Vietnamese American Bar Association of Washington; Diankha Linear, president of the Loren Miller Bar Association of Washington; and Michael Heath, president of the GLBT Bar Association of Washington.

Sheraton Seattle named Douglas C. Varsano director of sales. He was director of sales at the Sheraton Parsippany Hotel in New Jersey.
Vulcan Inc., Paul Allen's Seattle-based investment and project management company, named Michael Connor corporate treasurer. Connor will be responsible for treasury functions for Vulcan and its affiliated companies. He was senior director of finance for the investment management group. Vulcan has real estate holdings and investments in more than 40 companies.
The Seattle law firm of Riddell Williams added fourth-year associate Donna Cochener to the corporate transactions team. Cochener has experience in corporate securities, corporate formation and corporate governance.
Everett-based PCSI Design, a product design engineering services company, has added creative design engineer Varun Peter as a lead engineer. The Hispanic-owned firm is a partner in the team that will build the Boeing 787 Dreamliner. Peter has worked as an industrial medical designer, project manager, sales manager and digital filmmaker.

Guardian Management LLC, a Portland-based property management and real estate investment company, hired Tynia Lofton as a portfolio manager in the Seattle office. Roxana Hammock, Jennifer Hughes and Jewel Willcox have all been promoted to portfolio managers in the Portland office. Portfolio mangers oversee community staff, monitor operations and maintenance and handle resident relations. Guardian has 201 properties, with more than 13,000 market-rate and affordable units in Oregon, Washington, Idaho, Montana, Texas and Alaska.
The ek Real Estate Group of Seattle has hired Bill Meyer as a builder services specialist. He has business, construction and real estate experience. Lead Broker Edward Krigsman said developers want help finding land to develop, houses to remodel and condos to convert. Meyer worked for Williams Marketing, where he managed sales for new condo communities, and for Windermere Real Estate’s Magnolia office. He also spent 25 years acquiring, building and managing golf courses.
Daniel Boring has joined Colliers International as managing director of a new Seattle-based appraisal department, Colliers International Realty Advisors. It is part of the CIRA network currently operating across the U.S. and Canada. Boring has more than 20 years of experience as a real estate appraiser, broker and developer/owner. He is a member of the Appraisal Institute and the Royal Institute of Chartered Surveyors. CIRA works with corporations, financial institutions, government agencies, public sector entities, developers and investors.
The National Association of Industrial and Office Properties’ Feb. 15 breakfast meeting will look at the potential for rising prices and shortages in the construction industry. A panel of construction industry experts will discuss strategies to protect against rising costs and labor shortages. The panel will include Bill Lewis of Lewis Builds, Eric Temp of Skanska USA Building, Dan Suver of Bayley Construction and Jim Norman of Mulvanny/G2 Architecture. Officials with the Gold Nugget Awards are accepting entry applications for its 43nd annual competition, which honors design and planning excellence in projects from 14 Western states and Pacific Rim countries.
