Chris Dominic, the president and senior consultant of Tsongas Litigation Consulting in Portland, has been named president of the American Society of Trial Consultants. Tsongas has offices in Portland and Seattle and was a founding member of the society. Dominic has worked with Tsongas since 1997.
Shilo Inns hired Ron C. Ray as south region director of operations. Ray has 32 years of hospitality experience. The Portland-based chain has 44 hotels and more than 200 Shilo-affiliate hotels throughout North America.
Neah Power Systems hired Dr. Gerard C. D’Couto as chief operating officer, a new position at the company. D’Couto was with FormFactor. Neah Power Systems is a Bothell-based developer of fuel cells for military applications, notebook computers and portable electronic devices.
Seattle-based eProject promoted Tim Low to vice president of marketing. Low joined eProject in 2006 as director of marketing. eProject is an on-demand collaborative project and portfolio management company.
Seattle-based Fisher Communications promoted Randa Minkarah to director of market development. She joined Fisher in 2002 as the general sales manager of KOMO-TV. Fisher Communications owns and manages 19 television stations and nine radio stations in the Pacific Northwest.

America's Foundation for Chess hired Nicole DiMartino as director of program development and training. DiMartino was a teacher for eight years in Michigan and Illinois. The Kirkland-based nonprofit promotes chess in American schools.
The Seattle office of law firm Garvey Schubert Barer announced Hank T. Wang, an owner in the firm's Beijing office, was chosen to serve as vice president of the University of Washington China office. The University of Washington plans to open an office in Beijing to expand its presence in China. Wang has practiced international law for 30 years.
State Sen. Erik Poulsen, D-West Seattle, is leaving the Washington State Legislature to serve as government relations director for the Washington Public Utilities Districts Association, a nonprofit agency that represents 28 public electric and water utilities throughout the state. Poulsen was chair of the Senate Water, Energy & Telecommunications Committee.
Seattle-based outdoor equipment retailer Recreational Equipment, Inc. will open new stores in Schaumburg and Lincoln Park, Ill. This will double REI's presence in the Chicago metropolitan area by 2008.
