Gov. Chris Gregoire appointed Scott Carson, president and chief executive officer of Boeing Commercial Airlines, to the Board of Regents of Washington State University. Carson is a 1972 graduate in business administration from WSU. He will assume the seat occupied by Ted Baseler, president and CEO of Ste. Michelle Wine Estates.
Trevor Neilson, former director of public affairs and special projects at the Bill & Melinda Gates Foundation, has been hired as a senior advisor at APCO Worldwide, and will be based in the Washington D.C. office. He will also serve on the firm's International Advisory Council. Neilson was a spokesperson for the Gates family and also served in the Clinton White House. APCO Worldwide is an independently owned global communication consultancy.
The Port of Tacoma hired Jeni Dickerson as senior contract administrator. Dickerson has nine years experience in construction contract administration and worked with the Washington State Department of Transportation, Westmark Construction and Totem Electric of Tacoma.

Apartment Realty Advisors, a privately held investment advisory brokerage firm focused on multihousing, is expanding into Washington state with an office in Seattle. The company is based in Atlanta and has 18 offices, including Seattle. The Seattle office will cover Oregon, Idaho and Washington. ARA partner Jeff Patterson said Jim Claeys will run the Seattle office and expand into Portland. Claeys has been with CBRE, where he was a top multifamily producer.
The Schuster Group named Jeff Feinstein vice chairman of Schuster Capital Management. A long time investor and advisor to The Schuster Group and Schuster Capital Management, Feinstein will launch the company's $100 million investment fund. He was senior vice president of worldwide sales and business development for Vallent Software. The Schuster Group is a real estate investment management and development firm. Schuster Capital Management is the private equity division.
The Andover Co. has added Robin Meadow to the brokerage group, focused on selling and leasing South King County and North Pierce County industrial properties. Meadow is a graduate of the University of Washington and played football for the Huskies from 2001 to 2006. Andover has 11 agents.
Sharon Maher has joined the staff of Lynnwood-based Network Mortgage Services as a senior loan consultant. Maher has more than 10 years of mortgage lending experience and will work at the Lynnwood Home Loan Center. Her background includes loan origination and processing.
Carmel Partners of San Francisco recently acquired six properties in three of its primary markets: Southern California, Seattle and Denver. The Seattle area properties are Skyline Park Apartments in Kent and Piedmont Apartments in Bellevue. Skyline has 192 units and cost $21.2 million. The $2.37 million capital budget includes clubhouse construction, amenities and interior renovations. Piedmont Apartments has 396 units and the price was $53 million. Carmel Partners has an office in Seattle.
Northwest Hospital & Medical Center added Karen L. Miller to its medical staff as an internist. She will be joining the practice of the Lake Forest Park Medical Clinic in North Seattle.
Bellevue-based GA Creative, a design and marketing firm, hired Jan Sheeley as director of business development. Sheeley has 15 years experience in branding and advertising.
Bellevue-based Mycom Group, a provider of remote asset management and telematics solutions, hired Judy Henry as interim chief financial officer. Henry was director of finance at Veritas Solutions. The post was occupied by Cecil Whitlock, who has resigned to pursue private practice.
Kirkland-based Northwest Cellars, a producer and distributor of wines, hired Carrie Conner as regional sales manager. Northwest Cellars expands into the Oregon market with Conner's hiring. She is also a freelance copywriter and writer.
Seattle-based Attenex Corp., an e-discovery software provider, hired J.R. Jesson as senior vice president of product development. Jesson has 20 years experience and worked with EDS Corp.
