Tacoma-based JayRay, a communication consultancy, hired Melina Hurst Young as an assistant advisor. She worked with Tacoma Electric Supply.
Tulalip Resort Casino hired Troy Longwith as director of sales. Longwith was vice president of Conference Direct on the Microsoft campus in Redmond.
The Kirlin Foundation named Raj Manhas executive director of the Seeds of Compassion initiative. Manhas is the former Seattle Public Schools superintendent. Seeds of Compassion is a grassroots initiative bringing together brain research and visionary thinking. The Kirlin Foundation helps children and their families become members of global society.
Tacoma Power's Transmission and Distribution Manager Gary Armfield will be superintendent from Nov. 1 until he retires in about 18 months. He succeeds current superintendent Bill Gaines who will take on the role of Tacoma Public Utilities director Nov. 1. Armfield has been interim superintendent since April.

The John L. Scott Issaquah office has moved to Hyla Crossing, downtown Issaquah's first green office complex. The office building is a LEED-certified three-story business and retail space on Northwest Gilman Boulevard. The new office occupies the third floor and can house up to 90 agents.
Seattle-based Metzler North America has acquired the 286,000-square-foot Rookery Building in Chicago. The building is a city landmark designed by Burnham & Root and remodeled by Frank Lloyd Wright. It joins two other Chicago investments in Metzler's portfolio: 111 S. Wacker and Renaissance Place. Metzler is a boutique real estate investment bank. It is an affiliate of Bankhaus Metzler, a European merchant bank founded in 1674.
The Schuster Group, a Seattle-based real estate development and investment firm, said it will create a $100 million real estate investment fund. Schuster Realty Partners is expected to grow into $1 billion worth of real estate assets. The Schuster Group's current real estate investment fund, Diversified Property Inc. LLC, started out as a $15 million investment fund and now contains about $250 million in real property assets. Schuster's projects include Mosler Lofts condos in Seattle, Normandy Park Towne Center, and Holmes Harbor Golf and Beach Club on South Whidbey Island. Jeff Feinstein will serve as vice chairman of Schuster Capital Management, the private equity division of The Schuster Group. Feinstein has been an investor and advisor to The Schuster Group.
The Bellevue office of Parker, Smith & Feek, an insurance and risk management brokerage firm, hired Paul Heard as an account executive in the employee benefits department. He has 20 years of experience. Parker, Smith & Feek has offices in Bellevue and Anchorage.
Seattle-based Targeted Growth hired David McElroy as president. McElroy worked at Maxygen, Verdia and Pioneer Hi-Bred International. Targeted Growth is a renewable energy bioscience company.
Seattle law firm Cairncross & Hempelmann hired Pengyue Li, Anna Revelle and Azar Koulibaly. Li was an associate with the Jun He Law Offices in Beijing. Revelle recently completed a judicial externship with Judge Richard McDermott of the King County Superior Court. Koulibaly was a summer associate with Janssen, Malloy, Needham, Morrison, Reinholtsen & Crowley of Eureka, Calif.
The Seattle Symphony hired Elena Dubinets as artistic administrator and Nancy Gosen as director of education. Dubinets will select guest artists and repertoire. She has been with Seattle Symphony for five years in various posts. Gosen joined Seattle Symphony in 2005 and has 20 years experience in the performing arts and education.
Bellevue-based SinglePoint, a provider of mobile messaging campaigns, hired Philippe Poutonnet as director of marketing. Poutonnet has eight years of experience as a wireless business strategist and marketer. He worked at Qpass.
