Life Care Center of Federal Way, a nursing and rehabilitation facility, hired Jennifer Crawford as executive director. Crawford has 12 years experience in health care, with eight years in long-term care.
Heavy Restaurant Group hired Dawn Smith as wine manager for three Bellevue restaurants slated to open mid 2009: Purple Cafe and Wine Bar, Barrio and Bliss. Smith spent three years with Canlis Restaurant and was recently sommelier and wine director at Bin Vivant at Kirkland's Woodmark Hotel.
Seattle-based Billing Revolution, a mobile payments and billing solutions company, hired Marc Saulino as vice president of business development. Saulino spent three years at Bango, a mobile Internet company.

The Seattle Goodwill board of directors has elected new officers to serve until March of 2010. John Hayduk of JTM Construction is the new chair and Michael Killeen of Davis Wright Tremaine has been named vice chair. Wayne Lau and Richard Pahre were reelected to serve another term. Lau is with Washington First International Bank and will be secretary. Pahre will be treasure. He is retired but formerly worked at Moss Adams.
Restaurants Unlimited, an affiliate of Sun Capital Partners, hired Norman Abdallah as chief executive officer and president. Abdallah was senior vice chairman and president of Amer Group, a $2 billion conglomerate of hotels, resorts, restaurants and real estate. Restaurants Unlimited operates 58 restaurants in 13 states including Washington. Restaurants include Palisade, Cutters Bayhouse, Palomino's and Stanford's Bar and Grill.
Randall PR in Seattle hired Sarah Silvernale. Silvernale spent the past two years in the California wine industry and worked for Balzac Communications & Marketing.
Colliers International added Chris Palmer to the Bellevue office to specialize in corporate office leasing. He worked as a real estate professional with Colliers' Auckland, New Zealand, office for four years. He received the Rookie of the Year award and was a contributing member of the Team of the Year.
The Environmental Protection Agency has given 89 Energy Star awards to groups for their efforts to reduce greenhouse gas emissions through energy efficiency. Kennedy Associates Real Estate Investments Advisors of Seattle was one of the winners. Kennedy Associates reduced its energy use by 4.5 percent over the previous year and requires its third-party property management companies to use best practices for increasing energy efficiency and encouraging conservation by tenants.
NAIOP will hold a networking event April 30 from 4:30 to 7:30 p.m. at Masa Restaurant in Tacoma's Sixth Avenue entertainment district. This will be the first in a series of NAIOP events put on in conjunction with the Developing Leaders Committee focused on the South Sound region. Capitol Hill Housing will hold its annual meeting April 22 with a panel discussion on the future of 12th Avenue. The street is becoming an active commercial spine for Capitol Hill and the Central Area with new restaurants and housing. The panel will look at how the area is growing and how transit will affect it in the future. Panelists will include Michael Kiloren of the Seattle Office of Arts and Cultural Affairs, developer Liz Dunn, property owner Elizabeth Linke, Kate Stineback of Capitol Hill Housing, Michael Kerns of Seattle University and Tenaya Wright of the Squire Park Community Council.
