Sparling recently promoted a number of people as part of an aggressive growth plan. Nathan T. Larmore is now principal, technology consulting. He has been with the firm more than 12 years and received awards for his technology solutions. Mark Peckover is principal, electrical engineering. He has 18 years of design experience in power distribution and low voltage systems and leads his team in integrated services delivery. Karl P. Pihl is principal, technology consulting. In has 10 years experience and has worked with clients on integrated design. Kelly J. Mamer is associate principal, electrical engineering. He has 18 years of experience. Maureen D. Jackson is associate principal, electrical engineering. She has 21 years in her field. Christian C. Haas is associate principal, electrical engineering. Kendra L. Fuller is associate principal, director of human resources. Tim Philomeno is an associate and software development manager, with an 11 years at Sparling. Randy Fisher is associate and senior lighting designer, Candela, a division of Sparling. He has a degree in architectural engineering, lighting option.



Roth Hill Engineering Partners will become Roth Hill on Feb. 1. The name change reflects the firm's growth beyond civil engineering and land surveying into consulting for public and private Northwest clients. The company will also move to a new Bellevue office at 11130 N.E. 33rd Place, Suite 200.
Seattle City Light hired Phil West as customer service and energy delivery officer. West worked at the Sacramento Municipal Utility District where he was director of customer services. At City Light he will lead infrastructure improvement projects, help put in place an outage management system and improve the streetlight repair response time.
Stephen Nourse has been elected president/managing partner of Carney Badley Spellman. Nourse also co-chairs the firm's Construction Department. His practice involves all phases of construction litigation and counseling.
Davis Wright Tremaine named Peter Johnson in the Seattle office and David Ubaldi in the Bellevue office to partnership. Johnson works on a wide range of domestic and international financial and commercial transactions. Ubaldi focuses on environmental and insurance coverage litigation.
