King County Executive Dow Constantine appointed Caroline Whalen as director of the King County Department of Executive Services. Whalen has been a program project director with DES since 2007 and has also served as deputy director of the King County Department of Development and Environmental Services.
D Square Energy Systems, a North Bend-based dealer of stand-by power generators, has expanded into Oregon with a new Portland-area office. The office, in Clackamas, will focus on installing, repairing and maintaining generators for commercial, industrial and residential markets.
Washington State University hired Prema Arasu as associate vice president for international programs and chief international officer. She is associate vice provost, Office of International Affairs at North Carolina State University, as well as the director of Global Health Initiative and professor at the Department of Molecular Biomedical Sciences, College of Veterinary Medicine.
Bellingham-based power systems manufacturer G.B. Enterprises hired Andy Anderson as VP of finance. Anderson has 32 years of experience in cost accounting, financial analysis and other areas. He recently managed the segment financial administration for B/E Aerospace in Miami.

Kirkland's Public Works Director Daryl Grigsby has accepted a position with the city of Pomona, Calif., as public works director. Grigsby was hired by Kirkland in 2005 and led the department's efforts to create its first strategic plan, including a 20-year vision statement and values.
Law firm Lasher Holzapfel Sperry & Ebberson named Lisa Ann Sharpe managing principal of the firm. The firm also added a new associate, Tyler Joseph Moore. Sharpe's practice emphasizes family law. She has been a principal since 2000. Moore's practice focuses on creditor's rights and bankruptcy.
Seattle Southside Visitor Services, the official tourism department for the cities of Tukwila, SeaTac, Kent and Des Moines, has signed a lease to move its business offices and visitor center to 3100 S. 176th St. in SeaTac in March. An open house is scheduled for May with details to be announced at a later date. The center was previously located at 14220 Interurban Ave. S. in the Tukwila.
