Judicial Dispute Resolution has added retired Judge Bruce W. Hilyer as a panelist. Hilyer was a Superior Court judge and was named 2010 judge of the year by the King County Bar Association. Judicial Dispute Resolution provides mediation, arbitration, hearing officer, special master and litigation consulting services.

San Francisco-based Wells Fargo hired Doug Weber as principal business banking relationship manager in Seattle. Weber was business client advisor at Union Bank.

The Association of Washington Business hired Mike Ennis as government affairs director for transportation issues. Ennis was director of the Washington Policy Center's Center for Transportation. The association is Washington's oldest and largest statewide business association.

Northwest Kidney Centers named Dr. Cyrus Cryst as trustee and Dr. Lisa Florence, Brian Forcum and R. Thomas Olson as members of the foundation board. The board provides leadership and oversight of Northwest Kidney Centers' fundraising program and works to increase its visibility.

Seattle-based law firm Lane Powell hired Jeffrey W. Reis as counsel in the intellectual property and technology practice group. Reis worked as an engineer for Battelle Pacific Northwest Laboratories, du Pont and UNC Nuclear Industries.
Portland-based Umpqua Private Bank, a subsidiary of Umpqua Holdings Corp., said it will expand into Seattle and San Francisco. Umpqua Private Bank serves high net worth individuals and nonprofits.


Jim and Bob Wold, owners of Edmondsrealestate.com, have joined Realogics Sotheby's International Realty. With home prices rising in North Sound communities such as Shoreline, Edmonds and Mukilteo, Realogics said it wanted to add expertise in the area. Realogics Sotheby's is a boutique real estate firm that markets unique properties. It has more than 50 people on staff.

CBRE Group named Patricia Proshek executive managing director of its global Real Estate Accounting Services Group. Proshek will oversee accounting for Asset Services and Global Corporate Services clients worldwide. She has been with CBRE for 25 years. Proshek has overseen accounting services for more than 1,000 clients in the Americas.
Los Angeles-based Kilroy Realty Corp. promoted Justin Smart to executive vice president of development and construction services. Smart is the senior officer responsible for construction and redevelopment as well as tenant improvements and general capital expenditure projects. Smart joined Kilroy Realty in 2000 and has nearly three decades of experience in real estate development.
Seattle-based Vitus Group bought a 200-unit apartment building in Santa Ana, Calif., that it plans to redevelop and preserve as low-income housing. Flower Terrace will receive a $5 million renovation. Rent for 140 units will be capped at no more than 30 percent of tenants' income. Vitus specializes in affordable housing. Since 1996, it has developed or acquired more than 6,000 units of tax credit-financed low-income housing in 14 states.
The Urban Land Institute will share national housing trends at its Housing Opportunity conference on March 20-22 at the Grand Hyatt in Seattle. A panel of experts will explore opportunities in all sectors of the housing market, including transit-oriented development, demographics and government policies. She owned her own business and worked in public relations for First American Title. EMB Management is an Associa company that provides services to homeowner associations in the Northwest.
