Code Fellows, a Seattle-based digital trade school, is expanding into Chicago through 1871, an entrepreneurial hub for digital startups located in The Merchandise Mart. Code Fellows will offer a Full-Stack JavaScript Development Accelerator course for programmers who want to advance their careers. Graduates are guaranteed a job offer within nine months of completing the course or Code Fellows will refund the tuition.

Matt O'Brien joins JLL industrial team

Jones Lang LaSalle named Matt O'Brien executive vice president of its regional industrial team. O'Brien will work out of the Seattle office with Chris Spofford and Casey Trees. He has more than 11 years of commercial real estate experience, and last worked at CBRE. O'Brien was named a CoStar Power Broker six of the last seven years. Before getting into real estate, he was a professional baseball player who made it to the Triple A level in the Oakland Athletics organization. JLL said it has 58,000 employees in 230 offices worldwide.

Quadrant launches mortgage service

Bellevue-based Quadrant Homes said it is using a new mortgage lender called TRI Pointe Connect, which is a joint venture between Quadrant's parent company, TRI Pointe Group, and imortgage. TRI Pointe Connect is available in Washington and Arizona, and it will soon expand to six other states. Quadrant Homes and four other builders became part of TRI Pointe Group as part of its 2014 merger with Weyerhaeuser Real Estate Co. Quadrant Homes is a 46-year-old company with projects in King, Snohomish, Pierce, Thurston, Kitsap and Skagit counties.

Online retailer opens in U Village

Oiselle, a Seattle-based online company that sells women's athletic apparel, will open its first store at University Village this summer. Oiselle hired Katie Woodruff to direct retail operations. Woodruff has more than 15 years experience as a merchant, buyer and retail manager. Oiselle said in a press release that having a brick-and-mortar store will broaden its customer base.

Sauer will also be on the national retail team, collaborating with developers and retailers on projects in the U.S. He has 20 years of retail/mixed-use experience, with a background in environmental design and business management. He has designed projects in the U.S., Dubai and New Zealand, and for clients that include Westfield, H&M and Kroger. DLR provides architecture, engineering, planning, interior design, and building optimization, with offices in the U.S. and China.

Freiheit & Ho Architects promoted Jen Caudle and Joe Palmquist to project architect. Caudle has been with the firm since 2007, working on retail, civic and mixed-use projects. She is project manager for Stadium Place East Block: a two-tower, 23-story hotel and office mixed-use development now under construction. Palmquist has been with the firm for eight years. He has a project management background in office, industrial corporate rollout and retail. His recent work includes the Foremost Building in Tacoma. NAC|Architecture hired Lauren Scranton as the education thought leader in Spokane to do research on best practices. It will also seek partnerships with entities that want to advance education, such as graduate schools of education or architecture. Scranton holds a master's in policy, organization and leadership studies in education from Stanford University, and was a communications/social media intern at Stanford Graduate School of Education. NAC provides planning, design, engineering and capital facilities consulting services.

Shannon Gray joined Otak as a water resource analyst and engineering designer in Redmond. She has over five years of experience in sustainability, water resources and engineering, and has worked on site development and street improvement projects. Smith Island Estuary restoration is among her projects. Otak is an urban design, architecture, planning, and engineering firm, with offices in Washington, Arizona, Colorado, Oregon and Abu Dhabi.

King County Council

The Metropolitan King County Council named Lorinda Youngcourt the county's public defender. She will direct the Department of Public Defense, which provides legal services to indigent defendants and employs 400 people, including 225 attorneys, in Seattle and Kent. Youngcourt was chief public defender for Lawrence County in Bedford, Indiana, and chaired the Indiana Public Defender Council.

Northwest African American Museum

Northwest African American Museum said after a national search it has hired Serenity Wise as director of community engagement. Wise has educational and professional experience in the arts and social services here and abroad. She has worked at Christie's in London and Jada Art Gallery in Singapore.

Atigeo

The Bellevue tech company Atigeo named John S. Bliss general counsel and chief privacy officer. He is a “thought leader and strategist” in issues involving law, technology and privacy. Bliss was CEO and founder of Captimo, and also worked at IBM and SRD.
