U.S. Trust hired four new senior vice presidents in Seattle and Bellevue. Abraham Dairi has over 10 years of experience in finance, and was with Union Bank & HSBC. Jean-Pierre “JP” Green has over 16 years of experience in private wealth management in the Pacific Northwest and was an infantry officer in the U.S. Army. Jason Lynch was as a senior private banker with Morgan Stanley Private Bank. Thomas Witte worked for 33 years at Bank of America.

K&L Gates

The Seattle office of K&L Gates LLP hired Christopher J. (CJ) Voss as a partner in the corporate/M&A practice. Voss was with Stoel Rives LLP, where he practiced for more than 20 years. He worked at the U.S. Department of Commerce in Washington, D.C., and at Linklaters in Brussels.

HomeStreet Bank closes $66M loan

HomeStreet Bank Commercial Real Estate said it has provided a $66.13 million loan for Spruce Apartments in West Seattle. The developer is Madison Development Group. Financing was arranged by HomeStreet Bank Vice President Katie Plett. The 216-unit complex has 42,000 square feet of retail and opened in 2015. HomeStreet Bank arranged a 10-year, fixed-rate Fannie Mae DUS permanent loan to refinance Spruce Apartments and LA Fitness.

HUD gives funds to WSHFC

The U.S. Department of Housing and Urban Development awarded $411,356 to Washington State Housing Finance Commission to help people with housing and prevent foreclosures. The award is up 67 percent from the $245,522 in housing counseling funds the commission was awarded last year. The commission partners with nonprofits to deliver services including counseling on purchasing, mortgage delinquency/defaults and reverse-equity mortgages as well as seminars on homebuying and foreclosure prevention.

Forum on Portland housing proposal

Oregon Opportunity Network in Portland is putting on a public forum about Portland's inclusionary housing policy on Thursday, Sept. 1, starting at noon in the First Unitarian Church's Buchan Room at 1226 S.W. Salmon St. Information is available at (503) 223-4041 or at http://www.oregonon.org. The speaker will be Dan Saltzman. The group said in a press release that by early September the SB 1533 should be nearly complete. The forum will let people learn more and provide feedback. The policy would allow local jurisdictions to enact a limited form of mandatory inclusionary zoning in private developments.

Gig Harbor retail refinanced

Blake Carbonatto, vice president of Rush Capital, said Rush recently closed refinancing for Olympic Retail in Gig Harbor with a 10-year fixed-rate loan from a portfolio lender. Rush Capital said it has closed almost $100 million in financing over the last eight months. The Rush Companies design, develop, build and manage residential and commercial projects in the Puget Sound region, with plans to grow along the Pacific Coast.

Perkins Coie named Kristine R. Wilson managing partner of the Bellevue office, succeeding Mark Quehrn, who served in the role since 2003. The Bellevue office opened in 1983. Her practice focuses on land use, environmental, real estate and energy law.

Washington State University

The Carson College of Business at Washington State University hired Jessica Cassleman as assistant dean of international programs. Cassleman was assistant dean in the WSU Honors College for the last 16 years and has worked closely with international programs for over 20 years.

SRG Partnership promoted Aaron Pleskac, Keasa Jones, Bjorn Clouten and Steve Simpson to principal. Pleskac and Jones work in Seattle, and Clouten and Simpson in Portland. Pleskac has been a project manager and project architect since 2002. He is working on the expansion of Hayward Field at the University of Oregon. Jones is the designer for Seattle's North Precinct Police Station. Her clients have included Washington State University and Everett Community College. Clouten has 20 years of experience in project management, including higher education and civic projects. He has managed the Oregon State Capitol renovation. Simpson has designed projects for over 27 years, including higher education, libraries, museums and cultural. He is the primary designer on the Multnomah County Courthouse.

Seattle-based Hoshide Wanzer Architects promoted William J. Scales to principal and hired Sean Wilson as an intern. Scales joined the firm 13 years ago and has worked on residential, higher education, civic and retail projects. Wilson holds a bachelor's in architecture from UNC Charlotte and a master of architecture degree from Georgia Tech. He has steel fabrication and residential design experience.

The Watershed Co. of Kirkland promoted Hugh Mortensen to president and Dan Nickel to vice president, and Jennifer Creveling and Kenny Booth joined the board of directors. This completes a decade-long transition between co-founders of the 34-year-old environmental consulting firm and the second generation of ownership. Co-founder Bill Way will remain in an advisory capacity and co-founder Nancy Way is retiring. Mortensen is a senior ecologist and wetland scientist. He manages the natural resource practice, with work for cities and Snohomish County Airport. Nickel is an environmental engineer who manages environmental planning, including critical areas ordinances, habitat plans, shoreline plans, infrastructure permitting and shoreline restoration. He has led 40 shoreline master program updates. Creveling is a senior wetland/wildlife biologist. She manages projects with Puget Sound Energy and Sound Transit, providing critical areas assessment, mitigation planning and permitting. Senior planner Booth leads private development and infrastructure permitting, including public works and transportation projects for jurisdictions and engineering firms. Bill Way is a wetland scientist who started Watershed to design stream restorations when the field was in its infancy. Since then, wetland work, planning, permitting and landscape architecture have been added. Nancy Way is a marketer who has helped direct and grow the company.

Brook Jacksha joined civil engineering firm Pacland|Bellevue as an owner and principal. Jacksha has 18 years of civil engineering experience with a focus on campus projects and development in cities. He has worked on over 200 projects, including the University of Washington Husky Stadium renovation and the planned Seattle Sonics Sodo Arena. He will work on projects in cities.

Collins has over 25 years of experience in construction and program management as a project owner, contractor and project manager, including work on the Elliott Bay Seawall. He will work on transportation, water/wastewater, environmental restoration and public facility projects. Forza has over 24 years of experience in transportation design and construction. His work includes Interstate-5 Mounts Road to Thorne Lane Corridor Improvements. Parametrix provides services in transportation, natural resources, community building, water solutions, and environmental engineering and science.
