Gilligan

Everett-based Compass Health welcomed Dr. Kathryn Gilligan, who joins the community behavioral health organization as chief medical officer. In her role as CMO, Gilligan works with clients, staff and community partners to support equitable access to care, integrate services and expand programs for people experiencing mental health and substance abuse needs. Gilligan joins Compass Health after serving as the medical director of behavioral health at Providence Medical Group in Everett and has over ten years of experience as an inpatient and outpatient psychiatrist. For five years, she taught at the Washington State University College of Medicine, where she was the direct supervisor of 3rd and 4th year medical students. She earned her Doctor of Medicine from Ohio State University and received her bachelor's degree in fine arts from the University of Cincinnati. Compass Health is a community-based healthcare agency, offering comprehensive mental health treatment, crisis prevention and intervention, supportive housing, children's services and community education. The non-profit organization serves people of all ages throughout Snohomish, Skagit, Island, San Juan, and Whatcom counties.

Everett Housing Authority

The Everett Housing Authority (EHA) appointed Major Galloway as the organization's new executive director. Galloway has a background in policy from both Housing and Urban Development, and most recently the Atlanta Housing Authority. He was vice president of regulatory affairs for the Office of Strategy, Policy, and Regulatory Affairs for Atlanta Housing. During Galloway's tenure in Atlanta, he led Atlanta's acquisition, self-finance and self-development efforts to prepare the agency to produce 5,000 units over the next 5 years. He also spearheaded efforts to enhance tenant mobility into low-poverty areas under the Housing Choice Voucher program and prepare Atlanta to employ its development efforts to reduce poverty concentration. Prior to his work in Atlanta, Galloway served as a senior policy advisor at the HUD Office of Policy Program and Legislative Initiatives for almost 15 years, as well as serving as the policy analyst for the National Association of Housing and Redevelopment Official (NAHRO) for three years during the Clinton Administration. Along with becoming the executive director of EHA, Galloway has also been appointed to chair the NAHRO Historically Black Colleges and Universities Public Housing Authority industry task force, appointed by the incoming NAHRO president for 2024-2025. EHA was incorporated in 1942 to address a shortage of safe and sanitary housing for modest income households in the city. EHA, part of HUD's Moving to Work demonstration program, has remained focused on expanding the supply of affordable housing for low-income individuals and families residing within Everett.

Boise Cascade

Boise Cascade has reached an agreement to purchase Brockway-Smith Company (BROSCO), a wholesale distributor specializing in doors and millwork. The purchase price for BROSCO, including the acquisition of its two full-scale distribution centers, is $172 million, subject to certain closing adjustments. Boise Cascade plans to fund the transaction and closing-related expenses from its existing cash balances. BROSCO is a fifth-generation, family-owned company founded in 1890. It operates distribution centers in Hatfield, MA and Portland, ME. Boise Cascade currently operates 10 millwork locations specializing in exterior and interior doors, frames, hardware, and pre-finishing options. Closing of the transaction is expected to be complete in early fourth quarter of 2023, subject to customary closing conditions, including receipt of antitrust approval under the Hart-Scott-Rodino Act of 1976. Boise Cascade was advised by Wells Fargo Securities, as financial advisor, and Perkins Coie, as outside legal counsel, in the transaction.

Boundless Immigration

Expanding its suite of immigration services, Seattle-based Boundless Immigration announced its acquisition of Bridge, a startup full-service immigration provider to companies of all sizes. Through its purpose-built software and legal expertise, Bridge has helped more than 1,000 companies hire international talent, and build and launch company-wide immigration strategies. Boundless and Bridge have helped more than 150,000 immigrants coming from more than 170 countries, and now they'll combine efforts to address the needs of immigrants, employers, entrepreneurs, and their families to build their businesses and their lives in the U.S. Boundless was advised through this acquisition by Fenwick & West and Armanino, while Sklar Kirsh and Alantra advised Bridge. Boundless Immigration was founded in 2017 by immigration policy and technology experts. Xiao Wang is the CEO of Boundless Immigration, and Romish Badani is the CEO of Bridge.

Washington Assoc. of Sewer & Water Districts

The Washington Association of Sewer & Water Districts (WASWD) announced scholarship awards to five recipients — Ella Brees, Corbin Hale, Austin Popoff, Geneva Schlepp, and Cayden White — in recognition of their intention to pursue a career in the sewer and water utility industry. Scholarships in the amount of $2,500 per person were awarded for two types of applicants: those attending college, and those who wish to seek technical training toward a utility operator position. Named in honor of Walt Canter, an industry advocate and Commissioner of the Cedar River Water and Sewer District for nearly 50 years, the Scholarship Fund helps facilitate and encourage entrance, advancement, and retention of employees in the water and wastewater industry. To date, WASWD has been able to award over $132,000 since the program's inception in 2000. Brees of Snohomish is seeking a Bachelor of Science in Business Administration with concentrations in accounting and information systems, and is currently on track to graduate a year early from California Polytechnic State University. Hale is seeking a Bachelors in Mechanical Engineering from Eastern Washington University, having worked as a water system field technician at Alpine Environmental. Popoff is attending Washington State University with a major in chemistry engineering. He has been interning three summers in a row at RH2 Engineering, a local consulting firm that specializes in water and sewer utility work. Kenmore native Schlepp has attended Washington State University, and is currently a research assistant in the Civil and Environmental Engineering Department at the University of Washington. Originally from Lake Stevens, White is currently in his fourth year of studies in mathematics and computer science at Minot State University in North Dakota. WASWD exists to advance the work of over 175 special purpose districts that provide water and sewer utility services throughout Washington through education, advocacy, and collaboration.

Absolute Procurement

Portland-based Absolute Procurement hired Amy Juelich and Cristie Winterfield, both of whom have extensive experience in senior living procurement. The success of the Senior Living department's projects, led by Ciera Franklin, necessitated the need for the department's expansion. Juelich brings 25 years of comprehensive experience that includes orchestrating successful executions of senior living projects spanning all sizes. Winterfield is an accomplished senior project manager with 11 years of experience. Absolute Procurement, founded by Carrie Gates, is a woman-owned-and-operated procurement firm providing purchasing, warehousing, and installation services nationally, tailoring solutions across sectors including hospitality, senior living, and multi-family markets.

Cary Kopczynski & Company (CKC) has promoted Joel Kipple to senior associate and Stephanie Vincent to senior design engineer, and hired Davis Wright as design engineer in the Bellevue office.

Kipple, PE, SE has over 17 years of structural engineering experience focusing on urban structures for residential, office, retail, parking, and hospitality uses. His current projects include 2550 Magnolia, a mixed-use project in Seattle; 2200 Calle De Luna, a major multi-family residential project in San Jose, CA; and Kinect at Southport, a multifamily residential complex in Sacramento, CA.

Vincent, PE has over eight years of structural engineering experience with urban multi-family, hotel, and office projects throughout the US. Her current projects include 222 5th Ave N, a high-end biotech building in Seattle; 215 Detroit Street, a mixed-use residential building in Denver; and the Charleston International Airport parking structure in Charleston, SC.

Wright, EIT, has an MS in Structural Engineering from the University of Washington and one year of experience in the structural design of urban buildings. He will work with CKC Project Managers and Senior Engineers in the design of CKC's work.

Exeltech Consulting

Exeltech Consulting, Inc., announced the hiring of Theresa Mordaunt, PE, SE, as a senior project manager in the firm's Buildings and Facilities Structures group. Mordaunt brings 25 years of experience and expertise in design of a variety of material and structure types, including timber, steel, concrete, and masonry. Mordaunt has analyzed, designed, and developed production drawings for various types of new structures including commercial buildings, parking garages, pedestrian bridges, residential towers, mixed-use high rise, wastewater treatment facilities, and various new and remodels for mega-resorts, hospitality, and educational facilities. She has designed the repair and restoration of damaged structures, including the retrofit of buildings to enhance the performance and extend the service life of historical buildings.

She holds a Bachelor of Science degree in Architectural (Structural) Engineering from California Polytechnic State University, San Luis Obispo.

Established in 1987, Exeltech provides civil and structural engineering, environmental documentation and permitting, landscape architecture, and construction management and inspection services throughout the western United States from offices in Lacey, Seattle, Beaverton, and Missoula.

Parametrix

Godlove

Matthew Godlove has joined Parametrix as a senior construction manager with 40 years of experience in the construction industry working on county, state, and federal projects.

Godlove comes to Parametrix from RLB where he served as project manager. He has experience working as both a superintendent and project manager. His project experience includes work for the Lake Stevens School District, Mount Vernon School District, Everett Public Schools, and the Muckleshoot Indian Tribe.

At Parametrix, he joins the firm's Tacoma Community Building team, which provides project and construction management and owner's representative services to school districts and cities throughout the Puget Sound region.
