BCRA announced the addition of three new senior associates: Wade Jensen, Ross Parker, and Kim Doyle.

Jensen, associate DBIA, joined BCRA in August 2024. With a focus on K-12 education, her portfolio spans the design of new schools, renovations, and facilities supporting district operations. Jensen leads design decisions that align with district goals, ensuring projects are completed on time and within budget.

Parker joined BCRA in January. He has a diverse background, having worked across multiple sectors including PreK-12 education, higher education, civic, indigenous, healthcare, residential, and commercial design.

Kim Doyle rejoined BCRA in February. In the time since she first worked at BCRA from 2005 to 2013, her career has evolved to focus on public service and federal projects as well as education, healthcare, and behavioral health design.

In Everett, Reid Middleton hired Ben Frizzell as an associate structural engineer. Frizzell brings 18 years of structural engineering experience.

In Anchorage, Sam Huff was hired as a designer I. Huff graduates from University of Alaska Anchorage this spring and will focus on structural engineering projects.

Rice Fergus Miller

Gillogly

Rhonda Gillogly has joined Rice Fergus Miller as a senior project manager and will primarily serve the Civic Studio. She brings more than three decades of experience in architecture, construction, and firm leadership.

Gillogly previously led her own successful architectural firm and most recently served as a studio leader at a multidisciplinary design firm with offices across the western United States. She has deep expertise in public sector project delivery and has guided complex developments ranging from criminal justice and emergency services facilities to educational, commercial, and civic projects. In addition to her extensive public sector experience, Gillogly has worked in the private sector on projects including hospitality, commercial office spaces, retail, and food service environments.

She is a registered architect and will help lead project delivery efforts across key sectors at Rice Fergus Miller. In her new role, she will also mentor emerging professionals and support the firm’s continued growth through her strengths in team leadership, client service, and strategic operations.

EFM

Portland-based EFM, a forest investment and management firm, announced a new joint venture with Sojitz Corp. through its 100% subsidiary Sojitz Corp. of America, which will establish a forestry investment fund to generate high-integrity carbon credits and promote climate-smart forest stewardship across the United States. The new entity, EFM Sojitz Management, will manage the fund and aims to raise approximately 200 million, with initial participation expected from Sojitz, Fuyo General Lease and other global investors. The fund will focus on acquiring and managing forestland in climate resilient forested regions of the United States, generating returns for investors through sustainable timber production and the development of forest-based carbon credits. EFM's climate-smart approach diversifies the revenue streams from forests to include carbon credits and conservation easements alongside revenue from traditional forest products, habitat restoration, recreational access, non-timber forest products, tribal cultural use, and improved carbon sequestration. EFM will engage a diverse group of investors, particularly from Japan and other international markets, in collaboration with Sojitz. EFM acquires forests in the Pacific Northwest and beyond, and has two decades of experience managing more than 200,000 forestland acres.

Weller

Skagit County Commissioners named Michael See as the new public works director and Tom Weller as county engineer. See most recently served as the acting director of public works, with three previous years of experience as the assistant director, and Weller was the acting county engineer and engineering division manager for Public Works. See has been the assistant director for Public Works since 2022, and has worked at Skagit County for over 20 years. He started his career with the county as the park ranger/manager for Howard Miller Steelhead Park under the Parks and Recreation Department. Weller then transitioned over to the Public Works Department, moving through several positions in the natural resources division, managing watershed, stormwater, and water resource issues, before ultimately becoming the natural resources division manager in 2018. He has also worked extensively in the community as an emergency medical technician, firefighter, and park law enforcement. See graduated from Washington State University with a Bachelor of Science in Natural Resource Management. Weller joined Skagit County Public Works in July of 2022 as the engineering division manager and assistant county engineer. With extensive experience in civil engineering and infrastructure development, Weller will play an essential role in overseeing transportation planning, road construction, and public works projects that enhance the county's infrastructure. He brings nearly 30 years of experience to the position, including more than 26 years in private consultant practice with firms throughout Puget Sound and Western Montana. He will also ensure compliance with regulatory standards, efficient project execution, and strategic planning for future development. Weller graduated from the University of Iowa with a Bachelor of Science in Engineering.
