On the Block: Japanese starchitect Kengo Kuma tapped for tower at Terminal Sales Annex site

The vacant, landmarked Terminal Sales Annex property, at 1931 Second Ave., has had a long, fraught development history. Before last year's Belltown upzone, a prior ownership group proposed building a 17-story hotel-apartment project designed by Ankrom Moisan Architects.

That plan was approved by the city but didn't advance to construction, and the corner property sold in late 2016 for $18 million to a foreign LLC associated with Pacific Eagle Holdings of San Francisco.
