When crews started preparing the Western Building so WSDOT could drill a tunnel underneath it, a laundry list of problems came up right away.
The foundation at 619 Western Ave. was unstable, and part of the building had sunk because of deteriorated columns. A piece of the facade had slid six inches and was hanging over the street. And the top layer of soil was bad, filled with remnants from the 1889 Great Seattle Fire.
