'Phantom' agents are the focus of new rule

Nearly 10 years go, we sold a big city home and, indirectly, got a big dose of the "phantom" agent problem. Our home was one of those curiosities leaning toward historical designation -- if not for the age of the struc- ture then for some of the legendary tales neighbors say took place there.
