Proposals sought for TPH project

SEATTLE -- Environmental consulting firms have until Sept. 9 to submit their proposals for a project that involves writing new state regulations for cleanups at brownfield sites contaminated with total petroleum hydrocarbons (TPH). The firm or team of firms that wins the contract also would be responsible for overseeing tests of the recommended methodological and regulatory changes at different sites around the state. The consulting firm would assist an intergovernmental management team made up of representatives from the city of Seattle's Office of Economic Development, the Department of Ecology, the Environmental Protection Agency and the Duwamish Coalition. Other states around the country will be examining Washington's efforts to New, more efficient TPH regulations are needed to handle the hundreds of sites impacted by petroleum contamination around the state. Of the 203 contaminated properties in the Duwamish area, 85 percent suffer from TPH problems.

Safeco

Boh Dickey has been promoted to president and chief operating officer of the Safeco Corporation. Previously, Dickey was executive vice president and chief financial officer. As president and chief operating officer he will have overall responsibility for its life insurance subsidiaries and the corporation's financial operations, including the mutual fund, credit company, real estate, surety, investment and Talbot Financial operations.

The Norman Company

The Norman Company has hired Marc Bloom as assistant construction manager in its Construction and Development Services Group. The Norman Company formed the group in September 1995 to help clients make construction and development decisions. Prior to joining the Norman Company, Bloom owned and managed Whaler Construction, a tenant renovation and residential remodeling company, for two years. Before forming Whaler Construction, Bloom worked for four years as project manager on projects for LBA, Inc. a high-end residential/condominium construction company in Seattle.

CB Commercial

CB Commercial Real Estate Group has announced the addition of Mark Capeloto to the Bellevue office. Capeloto has been with CB Commercial since September 1992, providing mortgage banking services in the Seattle office. The Mortgage Banking Division's expansion to the Eastside is aimed at providing additional on-site services to clients served by the office, industrial, apartment and investment sales people in the Bellevue office. Capeloto has 15 years of experience in real estate and finance.

ICSC Idea Exchange Aug. 22-23

The International Council of Shopping Centers will host the Pacific Northwest Idea Exchange Aug. 22 and 23 at the Skamania Lodge near Stevenson, Wash. This year's theme is "Shake, Rattle, Roll...Retail in the 90s." Attendees are invited to join educational seminars on Aug. 23. Seminar topics include: "Changing the Odds, The New Consumer," "Win, Lose or Draw: The Choice is Yours: How do Small Retailer Compete with the Big Guys?" "Restacking the Deck: Redeveloping the Re-imaging Existing Centers" and "Taking Care of Business: Leasing, Managing and Reporting." Coldwell Banker

Kimberly Brangwin has been named managing broker for the Redmond office of Coldwell Banker Bain Associates. Brangwin joins the Redmond office from the Bellevue office of Prudential Preferred Properties, one of the top Prudential offices in the nation. She was managing broker at the office since 1992. The Redmond office is located at 8575 164th Ave. N.E., is headquarters for more than 30 sales associates.

Jack White Real Estate

Lee Henry, associate broker with White Real Estate has been hired to assist with the leasing of the Northway Mall in Anchorage by Rawson, Blum and Company, the mall's San Francisco-based property management company. Lee will concentrate marketing efforts at the local level and will handle the leasing of stores to tenants already in Alaska who wish to move, expand or open a new business. Rawson, Blum and Company will continue to represent the Northway Mall to national tenants.

Colliers

The sale of Hollywood Video, a 6,656-square-foot store located at 3475 Bethel Road S.E. in Port Orchard, closed for $1.2 million on July 23. The property was purchased by a local exchange buyer with Paul Sleeth of Colliers as the broker. The seller was Pacific Development Company, the developer of the store. Paul Sleeth and Terry Moss of Colliers also brokered the sale of Westgate South, a 50,000-square-foot shopping center on North Pearl and West 26th in Tacoma that sold for $6 million. The seller was Gentra Capital and the buyer was Westwood Financial Corp. of California.

Heriford receives instructor approval

Tom Heriford, associate broker with the Prudential Michael Smith Realtors in Bellevue, has been approved by the Dept. of Licensing in Olympia to teach continuing-education courses pertaining to real estate. Prior to joining Prudential in April of 1995, Heriford owned and operated real estate offices in Bellevue and North Seattle since 1989.
