Washington State Treasurer Michael Murphy announced that Chelan County Treasurer Allan J. Michael has been named senior manager to the lease purchase program. He will head up a new local government financing program which was recently approved by the 1998 legislature. Michael will be responsible for creating a business plan and marketing it to local government entities. The program begins Sept. 1 and allows local governments access to municipal securities markets and tax-exempt interest rates when buying equipment.

Jim Serrill has been appointed general manager for Fishermen's Terminal Piers and Properties for the Port of Seattle. Serrill is replacing Greg Money, who retired after 27 years at the Port. Serrill previously served as manager of technical services in aviation operations at Sea-Tac International Airport.
Keith Kaiser has been appointed president of Quadrant/KMS Management Services, a property management firm with offices in Bellevue, Seattle, Bothell, Tacoma and Tukwila. Kaiser has 22 years of experience in commercial real estate, having worked for The Norman Company, the Koll Company and his own firm, Kaiser and Associates.
James L. Bowles has been named senior managing director of Cushman & Wakefield's Pacific Northwest Area. He began overseeing the firm's operations in its Bellevue and Seattle offices on June 8. A 20-year veteran of commercial real estate, Bowles previously was regional manager of Colliers Macaulay Nicolls, and for the last 18 months was that firm's senior vice president of U.S. operations. Bowles also serves on the board of directors of the National Association of Industrial and Office Properties, and is a past president of the Commercial Brokers Association. He is on an advisory board at the University of Washington, where he is working to establish a school of commercial real estate.
Kelly Bailey has been hired as general manager of Seattle operations for Bianco Properties, a Seattle firm specializing in business and investment real estate. Bailey oversees management of 1,000 apartment units in four communities. Bianco has interests in 23 properties totalling over 2 million square feet of commercial, industrial, office and apartment buildings. The properties are located in Tacoma; Olympia; Federal Way; St. Louis, Mo.; and Tulsa, Okla.
Terry Miller, a sales agent with Coldwell Banker Bain's Seattle Metro-Capitol Hill office, has earned the Certified Residential Specialist designation. Persons who earn the CRS designation must complete courses required by the Residential Sales Council and demonstrate particular expertise in residential real estate marketing. Only 5 percent of real estate agents nationwide hold the designation.

Wells Fargo & Co. has elected Judith M. Runstad, a Seattle attorney, to its board of directors. Runstad is a partner in the law firm of Foster Pepper & Shefelman, and specializes in real estate development and land use law.
Several promotions and one addition have been made at Lease Crutcher Lewis. Barb Callahan and Karen Siegle have been promoted from operations assistants to project engineers after completing mentorship programs and classroom study. Callahan has been in construction for 10 years and is working in LCL's Preconstruction Department. Siegle has been with LCL for eight years and is working in the Special Projects Division. The company also announced Dave Petersen has been promoted from project engineer to project manager, and Andrea S. Johnson has joined as a project manager. Petersen has been in construction for 10 years and is working in the company's Special Projects Division. Johnson has seven years of experience and is working in the Special Projects Division.
