REDMOND, Ore. (AP) -- Harrell Graham is on a crusade to save the darkness from the light. He fell in love with the brilliant stars over the high desert after he moved to central Oregon in 1989. And now he is trying to preserve that view by spreading ordinances that require outdoor lighting be directed onto the property it's meant to brighten, instead of broadcast into the night sky. Graham helped shepherd Deschutes County's night sky ordinance into force in 1994, and is now trying to spread the darkness to Redmond, where he asked the city last Monday to enact something similar. The Redmond Urban Area Planning Commission agreed to consider the idea. Graham compares intrusive light to noise from a neighbor's stereo. "All we'd be asking people to do is turn the volume down and put headphones on," he said. Headphones for lights come in the form of shields and different designs. Lower wattage lights are the equivalent of turning down the volume. Redmond already requires shielded lights for new commercial buildings and multifamily dwellings. The requirements could be strengthened, said Bob Quitmeier, community development director. The city of Bend is considering an ordinance requiring shielding of outdoor lighting, including those on residential properties.

Frank Welton has been named vice president and managing director for the Seattle region of Promus Hotel Corp. Welton will oversee operations at four properties from the company's executive offices, located at Embassy Suites Southcenter. Before the merger with Promus, Welton served as Doubletree's regional vice president in Washington.

Andrea Peterson and Monte Decker have joined the Tacoma office of Colliers International as commercial real estate agents. Peterson will specialize in office leasing and sales, while Decker will focus on Pierce County industrial properties.
Patrick McCabe has been named general manager of One and Two Union Square by Unico Properties. He is the former head of corporate real estate for the Seattle Times Co., which has a portfolio of 77 properties. At Union Square McCabe will oversee operations and management of 1.7 million square feet of Class A office space in downtown Seattle.
Judy Clanton has been named community lending officer for Phoenix Savings Bank in Lynnwood. She will implement Phoenix's Home Start savings program, which assists first-time homebuyers who earn less than 80.1 percent of median income. Clanton previously worked as a loan officer.
Windermere Real Estate has added two sales agents to its Seattle-area offices. Cindy Carpenter is new to the Woodinville office after working 10 years at Aladdin Synergetics as a regional sales specialist. Donna Rivera has joined the Bellevue-Commons office. She previously worked at Cedar Park Christian School for eight years.
