Concrete Institute

The Precast/Prestressed Concrete Institute will hold its 42nd Annual Convention and Exhibition on October 20-22 at the Stouffer Renaissance Orlando Resort. New EPA rules affect outboard motors

The one in five Washington families who own boats may need to start educating themselves about some new Environmental Protection Agency regulations that affect outboard motors. The new regulations for marine engines were formed in partnership with the National Marine Manufacturers Association. They will apply only to new engines manufactured beginning in 1998. The EPA's goals are to reduce hydrocarbon emissions by 75 percent by 2006, significantly reduce ozone emissions and eliminate the blue smoke, smelly fumes and mini oil slicks usually associated with outboard motors. Metawave Communications has promoted Mark Johnson to vice president of operations. Previously he was director of operations. Headquartered in Redmond, Metawave designs, manufactures and markets multibeam antenna systems and engineering services that enable wireless communications service providers to optimize call quality, coverage and capacity.

John Swenson has become the new vice president of investor relations at Kaufer Miller Communications, Bellevue. Swenson has 14 years experience in investor relations and public relations. Previously, he was managing director of Swenson/Falker Associates Inc., an investor relations counseling firm based in Minneapolis. Kaufer Miller provides public relations, investor relations and marketing for emerging consumer and business technologies.

Andy Wihtol has opened Andrew Associates, a new executive search firm located in Lake Oswego, Oregon. The company searches the nation and recruits leaders in the fields of information technology and financial/accounting, as well as senior corporate executives, for organizations located in the Northwest. Formerly, Wihtol served as president for Murphy, Symonds and Stowell.

Pacific Horizon Ventures

Pacific Horizon Ventures has announced the final closing of a new $9.3 million venture fund, Pacific Horizon Partners II, L.P. The new fund will make venture capital investments in the healthcare and information technology industries, primarily in the Northwest. Healthcare and life science investments will include companies in the medical device and medical information systems markets. Information technology companies will include wireless communications and internet applications, tools and services. Donald Elmer is the managing director of the new fund.

Onyx

Wayne LaMont, now in the Poulsbo office of The Onyx Group, has been promoted to a management position as ALFA Team Leader for the U.S. Navy contract. ALFA is the acronym for the U.S. Navy's Activities Land and Facilities Assets, a comprehensive electronic facilities planning program. LaMont has been with The Onyx Group (formerly Wittler-Brochier & Associates) for three years and also teaches AutoCAD at Northwest College of Art.

Meng

Amy Mooty has been promoted to project management coordinator at Meng. Her responsibilities include developing and monitoring project budgets and schedules, and providing contract administration and team coordination. Currently, she is capital projects coordinator on the $32 million modernization of Mercer Island High School. In addition, she is providing project coorination for the new $16 million Central Kitsap School District's Klahowya Secondary School, now in construction. Duane Jonlin joins the firm as a new architect. Jonlin specializes in facilities planning, accessibility design, and systems intergration with extensive experience in code compliance and agency procedures. Currently, he is the architect on the new Lake Washington School District's Prototypical Elementary School #24, which is under construction. Gene Haba joines as new construction administrator. He has extensive experience in value analysis, field operations, and design administration. Haba is the construction administrator for Central Kitsap School District's $16 million Klahowya Secondary School. James Harris, who joins Meng as a new CAD designer, brings over eight years of experience with multidisciplinary engineering projects. He specilizes in civil, mechanical and electrical engineering design. Harris has participated in the design and drafting for the U.S. Navy, Air Force and Army facilities. He has served as an AutoCAD instructor at Olympic College in Bremerton since 1989.

Harris Group

Robert O. Ward has joined the Seattle office of Harris Group Inc. as senior project manager. He will focus on the pulp and paper industry in the Pacific Northwest. He leaves a position as president and chief operating officer of Zerotech Technologies in Vancouver, B.C. Prior to that, he spent six years as manager of business development with Sandwell Inc. in Atlanta.

Walker

Pat Kelly has joined Walker and Associates as a mapping specialist. Kelly has over 16 years of photogrammetric service industry experience. Current responsibilities include Whatcom County hydrological volume studies, stereo compilation for a variety of small projects and research and development of mapping software procedures.
