Seattle advertising and public relations agency KNCF/Dave has recently changed its name to KNCB/Dave and has relocated its office to the Westmark Tower Building at 1109 First Ave. KNCB/Dave President John Beyer most recently served as vice president and managing director of Real Networks' European, African and Middle Eastern subsidiaries.
Victoria England, Greg King and Kim Saganski have joined the Edmonds office of Landau Associates as geologists. Chip Halbert and Rob McIntosh have joined the firm as engineers. Other additions to the staff in include information systems manager Ken Ainge, CAD specialist Ed Martin, human resources administrator Terrie Flaming; project coordinator Rhonda Moon; and billing specialist Aneta Shepsis. Ken Gill, engineer, and Cheryl Beaty, project coordinator, have joined Landau Associates' Tacoma office. Steven Johnston has been promoted to senior associate. Kris Hendrickson and Jerry Ninteman have been promoted to associate. Anne Halvorsen has been promoted to senior staff. Jim Bet, Tome Briggs and Chris Kimmel have been promoted to project engineer. Christy Johnson has been promoted to staff engineer.
Ken Nilsen has joined Penhallegon Associates Consulting Engineers, Inc. as project manager. He specializes in site development and surface water issues, and previously worked for King County Surface Water Management. He is now at work on Woodland Hills/Hilton Garden Complex and Sammamish Parkplace Phase II. Ember Fry, a recent graduate of the University of Illinois, has joined the firm, and is working on sewer and water comprehensive plans and municipality projects. Peter Paulsen, a graduate of the University of Washington, is working on computer modeling analysis for water and sewer plans and site development at Penhallegon.

Waggener Edstrom Inc. and Insync Communications Inc., Portland-based public relations and communications agencies, have finalized an acquisition agreement that will result in nearly 30 Insync employees joining Waggener Edstrom. The two companies have partnered since 1995 to provide public relations to Microsoft.

Bellevue Community College was named one of the 10 best community colleges in the nation in the Oct. 15 issue of Rolling Stone magazine. Rolling Stone praised the NorthWest Center for Emerging Technologies as a leader in developing information-technology curricula and preparing students for high-tech careers.
Continental Savings Bank officials say they are revolutionizing the way home buyers obtain financing with the bank's Internet Home Loan Program. With IHeLP, customers can lock in an interest rate at any time online and save up to $1,000 compared with the traditional method of obtaining financing, according to a bank press release.
A customer completes the application online at http://www.continentalsavings.com. The bank contacts the customer to collect a $530 deposit by credit card to cover the cost of a credit report, appraisal and title check. The next day, the customer receives the loan packet, which includes paperwork to be signed and returned in three days. Once the appraisal is reviewed and final approval obtained, the closing documents will be generated and forwarded to a settlement agent for signing and closing.
