Re: Your article of 4/22/04 on the monorail PLA ( "Monorail officials agree to use PLA"). I work for the Carpenters Union and was directly involved with the negotiations of the monorail PLA as well as most of the other PLAs in the Puget Sound region.
Your description of the basics of the PLA is factual and accurate. Unfortunately, you negate those admirable qualities of journalistic integrity when you include quotes from Kathleen Garrity of the Associated Builders and Contractors. Her assertions regarding job opportunities under a PLA for non-union contractors and minority and women contractors are absolutely unproven. Ms. Garrity's assertions that a PLA makes the monorail project less competitive and more costly are absolute fabrications according to "Cockshaw's Labor News + Opinion" and the latest study (March, 2004) of the Construction Labor Research Council.
