Fed contractor hiring proposal gets chilly reception

    With the economy in recovery mode, construction association leaders are leery of federal regulations that could make it harder to do business.

    So when the Department of Labor's Office of Federal Contract Compliance Programs proposed updated rules for contractors late last year, the reaction by agencies such as the Associated General Contractors of America was chilly.
