On the Block: City ponders fate of white elephant at Seattle Center

Acting upon a very poor idea, and a critical misunderstanding of an atrocious office market, the city put out a request for qualifications last week , soliciting a leasing broker for what most would call the KCTS building. That's at 401 Mercer St., which is part of the city-owned Seattle Center campus.
