Ron Rochon has been promoted to principal at Miller/Hull. He joined Miller/Hull in 2000 and is project manager of the Northeast Branch Library addition, and managed the Fisher Pavilion at the Seattle Center. Rochon will be in charge of the firm’s quality control and assurance program.
Mike Jobes has been promoted to associate. Jobes is project manager on a new city hall for Wilsonville, Ore., and is a team member on the UW Conibear Shellhouse and Student Athletic Center. Jobes has been with the firm since 2001 and will direct research and development.
Architects BCRA of Tacoma added Mathew Bergman and Andrew Epstein to the 60-employee firm.
Bergman joined BCRA from an architectural firm in Bellevue where he worked on projects such as the city of Everett Fire Station 5; Whatcom County Fire District No. 4 administration building; city of Sultan Police Station; and Snohomish County Fire District No. 26, Station No. 54.
Epstein is a recent graduate of Case Western Reserve University in Cleveland and is the third engineer in the BCRA civil engineering group.
Putnam Collins Scott Associates announced that Chun Lau has been promoted to senior associate. Lau has been with the firm’s Seattle office for one year. He served as council member on the State Building Code Council and is a past director of the SEAW Seattle chapter. He is currently serving on the King County Building Code Advisory and Appeal Board.
Lau has 15 years of experience with projects ranging from sports facilities, high-rise towers, hotel complexes, educational facilities, and medical facilities to single-story retail projects. Current projects include the city of Seattle Vactor Facility, the SSCC Duwamish Apprenticeship Training Center and a private residence overlooking the Shek O Bay in Hong Kong.
Scott Sawyer has joined Entranco's Olympia office as transportation manager. Sawyer brings 13 years of experience in transportation projects, including arterial roadways, freeways, interchanges, bridge replacements, light rail transit, rest areas and port terminals. He worked on several design/build projects and has managed design for transportation design/build projects in Utah and Oregon.
Denny Cearns is branch manager for the Bellevue office. He has 24 years of experience in the planning, design and permitting of public infrastructure, including bridge replacements, wastewater facilities, water supply and storage, road improvements, solid waste landfills and transfer stations, fish hatcheries, waste-to-energy facilities, flood and stormwater control systems, and utility replacement projects.
Sky Miller has joined the Bellevue office as water resources manager. He has over 15 years of water resource engineering experience in western Washington, including design and construction of levee setbacks, riverbank and bridge protection projects, wetland restoration, estuary restoration, fish passage at culverts and stream restoration projects.
Mike Roberts was recently promoted to vice president, and works in the Bellevue office. Roberts manages the Washington construction group and is a project manager for construction services projects, including public works infrastructure improvements. His responsibilities have included preparing and negotiating change orders, coordinating with local permitting agencies, reviewing submittals, preparing progress pay estimates for contractors, and providing coordination between public agencies and contractors.
Crowley Maritime of Oakland has been awarded West Coast salvage and worldwide engineering services contracts by the Naval Sea Systems Command and the Office of Director of Ocean Engineering, Supervisor of Salvage and Diving. The contracts call for providing salvage services, harbor clearance, towing and engineering services in support of salvage services and projects. Crowley has held the contracts, with an exception of four years, since 1976.

FSi Consulting Engineers announced that Shane Day has joined as a mechanical engineer. Day has four years experience working with commercial and institutional HVAC projects and large-scale power infrastructure projects. He will provide engineering support for ongoing mechanical projects at FSi.
At Associated Earth Sciences, Jamey Battermann has been promoted to associate; Scott Hannah has been promoted to senior project geologist; and Maire Thornton has been hired as senior geotechnical engineer.
Battermann specializes in erosion and sediment control engineering and construction monitoring. He is a certified professional by internationally recognized organizations -- the International Erosion Control Association and the Soil Conservation Society. Additionally, for the past three years Battermann has held a committee position with the Erosion Control Association. He is also involved with the approval process for new erosion control technologies.
Hannah has more than 16 years of experience in geologic hazards/geotechnical engineering investigations and geotechnical inspections throughout western Washington. He has worked on numerous single-family residential, multi-family and commercial developments. In addition to providing geotechnical and geological hazard studies and construction monitoring inspections, he is also is responsible for scheduling the geotechnical engineering personnel at the Kirkland office.
Thornton has more than 20 years of professional geotechnical engineering experience in Washington and California. Her experience includes geotechnical investigations, design and construction monitoring for residential, commercial and municipal projects.
Hart Crowser recently announced promotions in its Seattle office. Ernest Pascua has been promoted to senior staff financial statement manager, and Art Huber has been promoted to staff assistant with the firm’s waterfront services division.
Pascua was promoted for his performance in the firm’s accounting department. Pascua has been with Hart Crowser since joining the firm as a billing accountant in 1997. Huber was promoted for his performance in assisting with Hart Crowser’s deliverables. He also assists with the financial management of project budgets. Huber has been with the firm for two years.
