The Seattle-based architecture and engineering consulting firm HDR named executive vice president Gary L. Bleeker director of its national water program. Bleeker was senior operations manager for the Northwest region and project manager for predesign of the Brightwater wastewater treatment plant conveyance system. He works out of HDR's Bellevue office. Bleeker replaces Henry H. "Bud" Benjes, who will continue to be involved with HDR's water program on management, and international and design-build programs.

Michael Ward are associates. Chau is design lead for the Vancouver, B.C., exhibition centre expansion and previously led development of the Bremerton conference center. Viñoly will work on the Spokane convention center expansion, and a soccer and baseball stadium at the University of Washington. Bartels brings graphic design skills for marketing and project support. As LMN's lead graphic designer, she provides art direction.
Wilwerding's skills are in budgeting and space planning. She is working on interior design for the Mount Baker Theater renovation in Bellingham and the Edmonds Centre for the Arts. Ward has 16 years' project experience and has worked on retail assignments for the Seattle Mariners. He is designing a new store in Bellevue.
Schwisow is now part of the Spokane convention center expansion. He worked on the Marion Oliver McCaw Hall in Seattle and a city center parking garage in Renton.

Terry Paananen recently joined the Kirkland office of Parametrix. Paananen will work on transportation project management and business development. Paananen was a local programs engineer for Washington State Department of Transportation's Northwest region. He has 27 years of experience in transportation engineering, planning and program management.
Everett-based Higa Burkholder Associates opened a new office in Springfield, Ore., to be headed by engineer Todd Powell. The new office will provide civil engineering and land use planning services in Lane County, Ore., and help the company manage projects on the west coast. New staff in the Everett office are planner and site designer David Carlson and civil engineers James Kresge and Peter Landry. Carlson joined Higa Burkholder as a site designer and brings 20 years' experience. Kresge has over 38 years of civil engineering experience. Landry has a geology and geotechnical background.

Jack Bartman as a senior project engineer. Bartman's roadway engineering experience includes 12 years with Washington State Department of Transportation. Bartman worked on closed-circuit TV, highway advisory radio and fiber-optic communications systems projects. In Bellevue,
Richard F. Beseler joined as an associate and senior project engineer. Beseler worked on upland and waterfront facilities in the U.S. and Pacific Rim. He has also worked on aircraft facilities, utility and remote communication systems.

John S. Koreny joined architectural, engineering and consulting firm HDR's Bellevue office. Koreny will work as a senior hydrologist and water resources project manager. He has 13 years' experience in ground water and surface water hydrology and was a hydrologist with GeoEngineers.
Civil and structural consulting company DCI Engineers announced three of its employees have earned P.E. certification:
Melissa McCullough and
Jennifer Mills in Bellevue and
Garth Scholl in San Diego. McCullough worked on the Capitol Court apartment building in Seattle and the Point Edwards condominiums in Edmonds. Mills, a structural project engineer, worked on Ballard Heights condos in Seattle and Lakeside community church in Lake Stevens. Scholl's experience is with the Twin Cities church in Grass Valley, Calif., and the Kenworth building in Sacramento.

Ciz, a transportation planner and project manager, worked for the Oregon Department of Transportation for 18 years and managed transportation system plans, corridor studies and access management projects. He helped develop the Portland area Intelligent Transportation System.
Noel led public involvement and outreach for the city of Portland's office of transportation. She is a public speaker with print and television journalism experience.
