Vancouver-based Nautilus Group named Ron Arp senior vice president of corporate communications. Arp was senior vice president and general manager of the Portland office of public relations company Fleishman-Hillard, where he counseled manufacturing and technology clients. Nautilus develops and manufactures branded health and fitness products.
ECG Management Consultants promoted Kenneth A. Roorda to senior manager. The firm provides management and information technology-related consulting services to health care providers. Roorda consults on strategic planning with hospitals, physicians and schools of medicine. ECG has 50 consultants in Seattle, Boston, Washington, D.C., and San Diego.
Everett's Unova named Janis L. Harwell senior vice president and general counsel. She has worked as general counsel for Monsanto and for Pacific Telesis Group, the holding company for Pacific Bell. Harwell succeeds Daniel S. Bishop, who retired as general counsel. Unova supplies automated data collection, wireless networking and mobile computing systems. It also designs systems for the automotive and aerospace industries.
The Economic Development Council of Seattle and King County, a public-private partnership that recruits and retains jobs, named Jeff Marcell vice president of economic development. Marcell was a marketing and economic development executive for the Greater Houston Partnership, an advocate for Houston-area businesses.

The New York, N.Y.-based Center for Public Resources Institute for Dispute Resolution, a nonprofit alliance of global corporations, law firms and public institutions, named Neal Blacker senior vice president of dispute resolution services. He was the Northwest regional director for the American Arbitration Association. Blacker succeeds John Fleming Kelly, who is resigning to join a Florida mediation and arbitration group.
Antony G. Clarke has co-founded Renaissance Medical Ventures in Bellevue, a new affiliate of National Medical Development. Renaissance will acquire distressed assets and businesses in the outpatient market. The goal is to reach 20 centers in the next five years. National Medical Development develops, manages and owns outpatient facilities in the western U.S. Clarke is president and chief executive officer. Clarke has 13 years of experience in health care sales, marketing and management, including work for General Electric Medical Systems.
Next month Renton-based Puget Sound Publishing Co. will launch a new monthly business publication called the South County Business Report. The Business Report will be printed in Kent under an arrangement with King County Journal Newspapers. Initial circulation will be 18,000. It will be distributed in Renton, Kent, Auburn, Tukwila, SeaTac, Burien, Des Moines and Federal Way. Diana Kramer, vice president and general manager of Puget Sound Publishing, will be associate publisher. The company's executive director David Suffia will manage news content. Kramer directed the Washington Newspaper Publishers Association. Suffia edited the Puget Sound Business Journal and was a public relations director with the Boeing Co.
