The Bank of Washington opened a new branch in Everett at 33 Everett Mall Way. Rex Siapco is manager. Siapco has 10 years of banking experience. Other staff members are Jennifer Rybak, Catherine Cavner and Cory Willard.

Providence, R.I.-based Trans-Ocean Products, a producer of surimi seafood, has appointed two area residents to manage its new shrimp business. Norio Yanagisawa of Kirkland and Bryan Hampton of Lynnwood will serve as procurement and product manager, and national foodservice sales manager, respectively. The company has three surimi block plants in Alaska and two floating processor ships in addition to a surimi seafood processing facility in Bellingham.
Mayor Greg Nickels appointed former Judge Michael Spearman as auditor for the Office of Professional Accountability, part of a system of police oversight expanded last year. Spearman was a King County Superior Court judge from 1993 to 2007. He is a mediator and arbitrator at Judicial Dispute Resolution. He will work with OPA Director Kathryn Olson. The auditor is subject to confirmation by the City Council. Former U.S. Attorney Katrina Pflaumer currently holds the OPA auditor position.

GreenRubino, a Seattle-based full service marketing agency, hired Kristin Riefflin as account manager. Riefflin has worked on campaigns for Jones Soda, MTM Luxury Lodging, Salish Lodge & Spa and Suncadia Resort.
Kirkland-based Daticon Electronic Evidence Discovery, an international provider of eDiscovery services, hired Tom Haug as president. Haug has been at Daticon EED since 2006, serving as vice president of software engineering. He has 25 years of experience in technology fields.
Signature Genomic Laboratories in Spokane hired Trilochan Sahoo as a laboratory director. Sahoo spent six years as an assistant professor in the Department of Molecular and Human Genetics at Baylor College of Medicine in Houston.
