Western Polymer, a Moses Lake-based manufacturer of specialty cationic starches, transitioned from ISO 9002:1994 certification to ISO 9001:2000 certification. ISO 9001 is a quality standard developed and published by the International Organization for Standardization in Geneva, Switzerland, whose mission is to develop international standards agreements to facilitate international trade.
Performing Arts Center Eastside, a Bellevue-based not-for-profit organization, formed a fundraising group called the Act One Guild. Officers include Alyce Rogers, president; Suzy Mings, vice president; Mimi Nero, secretary; and Aline Gorringe, treasurer. The guild will work in conjunction with the PACE board of directors and fundraising consultants to increase funding through special projects and events.
Lisa Leonard, former director of pricing for Safeway, joined Bartell Drugs as director of information technology. Her husband, Bill Leonard, former director of information technology, was named buyer and will supervise a chain-wide expansion of on-site digital photo processing.
Washington Small Business Development Center, in cooperation with Washington State University's College of Business and Economics, named Linda Koenes, Jennifer Shelton, Bruce Davis and Jim Fletcher certified business development specialists. Elizabeth Becker received a certificate of accomplishment for her counselor trainer efforts and Lew Blakeney, a WSBDC counselor, was cited by the U.S. Small Business Administration for technical assistance to the Bear Creek Lumber Co. WSBDC is a Spokane-based program that offers business counseling and training.
The International Association of Business Communicators, based in Spokane, named Bill Boyd executive vice president of the Seattle chapter. Other board members include Kathy Sharp, Nancy Karabatsos, Sandy Prater, Jacqueline LeFort, Marilyn Corets, Suzanne Hartman, Barbara Ramey, Tom Lincoln and Steven Butler.
Frontier Bank, a subsidiary of Frontier Financial Corp., will open a new branch in downtown Seattle at 1200 Fifth Ave. Bankers at the new branch include James D. Liming, senior vice president; Dixie David, vice president and manager; Gary L. Cross, vice president and commercial loan officer; Daniel L. Gualtieri, vice president and commercial loan officer; James W. Kemmish, vice president and commercial loan officer; Gwen Aoyama, loan support; and Neeru Atreya, operations officer. Frontier Bank is headquartered in Everett.

Moss Adams, a Seattle-based accounting firm, named Rick Anderson chief executive officer. Anderson will replace former chairman and chief executive officer Robert Bunting, who will continue as an active partner with the firm. Chris Schmidt, managing partner in the Orange County, California office, was elected president and chief operations officer.
Chris Mefford joined Berk & Associates, a public policy and management consulting firm located in Seattle. Previously, Mefford worked for the Puget Sound Regional Council and has experience in regional economic and market research.
Lane Hoss, vice president of marketing at Anthony's Restaurants, was named Host of the Year by the Washington Restaurant Association. Paul Jensen, lead cook at Anthony's in Gig Harbor, and Pat Noel, bartender at Chinook's at Salmon Bay, were named members of the 2003 WRA Restaurant All-Star Team. Anthony's Restaurants is based in Bellevue with 18 locations in the Puget Sound area.
Federal Emergency Management Agency named Harry Kieling, former city manager of Anchorage, head of FEMA Region X Response and Recovery Division. FEMA became a part of the U.S. Department of Homeland Security this year in order to prepare the nation for hazards, and manage federal response and recovery efforts following any national incident.
Jennifer Keys was named Girl Scouts - Totem Council's human resources director. Keys has nine years of experience in human resources and is a member of the Seattle City Commission for Music and Youth. She has over nine years of experience in human resources.
The Pacific Salmon Commission, which manages fishing of endangered salmon in the United States and Canada, appointed Larry Cassidy chairman. Cassidy represents Washington and Oregon on the 16-member commission, which is headquartered in Vancouver, B.C. His goal is to coordinate research now conducted separately by both countries.
