Ryan J. York of Davis Wright Tremaine, a Seattle-based business and litigation law firm, was named to the board of directors of Mercy Enterprise Corp. Mercy Enterprise is a not-for-profit corporation that works to support low income, entrepreneurial individuals and organizations. York is a business and corporate attorney in DWT's Portland office.
Wayne P. Herrington was named head of Marsh's Pacific Northwest operations, which includes Washington, Idaho and Alaska. Herrington succeeds Tom Elliott, who was named head of the West Region for Marsh Advantage America. Marsh is a New York City-based risk and insurance services firm.
Michael E. Heijer was named chairman of the board for Northwest Business Bank, the sole subsidiary of NWB Financial Corp. Heijer is a founder and organizing director of the bank and owns GranCorp, Inc., a commercial real estate investment company. Northwest Business Bank is based in Seattle.
Christopher R. Osborn and Bradley P. Thoreson joined Foster Pepper & Shefelman, a Seattle-based law firm. Osborn's practice focuses on real estate transactions and dispute resolution while Thoreson's practice emphasizes real estate litigation. Both attorneys were previously with Short Cressman & Burgess of Seattle.
Avista Corp. appointed Michael L. Noel to its board of directors. Noel is the former vice president and chief financial officer for Southern California Edison Co. and is the current president of Noel Consulting Co., a financial consulting firm. Avista is a Spokane-based company involved in the production, transmission and distribution of energy.

Lex Mundi, an association of independent law firms, appointed Milton R. Stewart to its board of directors and named William R. Miller, Jr. regional vice chair for its Bank Finance and Regulation Practice Group. Both Stewart and Miller are partners with Davis Wright Tremaine, a Seattle-based business and litigation law firm. Lex Mundi is based in Houston, Texas.
James R. Putnam joined Lane Powell Spears Lubersky, a Seattle-based law firm, as an associate in the business department. Prior to his legal career, Putnam worked in the banking industry serving corporate clients.
Columbia Bank named Amy Mullins vice president and private banking officer in its Private Banking office in Bellevue. Mullins is the former vice president and relationship manager at Key Bank in Kirkland. Columbia Bank is based in Columbia, Maryland.
Spa at Willows Lodge of Woodinville promoted Joyce Woodard to spa director. Her former position, director of sales and marketing, was filled by Patrick McFarlan. Previously, McFarlan was the director of sales and marketing at Resort Semiahmoo in Blaine.
ACT Theatre, located in downtown Seattle, named Joan Toggenburger producing director. Toggenburger has 15 years of experience in the theatre business and is the former lead production manager at The Production Network.
